Well originally they were meant to be the Tier 5 predecessors, but then David brought in the Nobles idea so they had to be changed to a sort of similar thing that were wiped out via breeding into the Codex's base species.

So yeah, in that regards, David is right that it wasn't fleshed out. But to be perfectly clear, it's his fault that it wasn't fleshed out because he changed the history by making the Nobles.
