He's a white male that stands at 5'5. His skin is lightly tanned, and the top half of his face is shadowed by the mess of golden locks of hair that stretches out over the edge of his forehead. He has a pair of bright green eyes, and a small, but slightly misaligned nose underneath them. Continuing down his body, you'll see that he's thin, but lacks any measurable muscle mass. He can usually be found wearing a dark red Camp T-shirt, and either shorts or tan cargo pants depending upon the weather.

Skills/Talents:

He's not an idiot with technology? While he doesn't have any real survival skills, he can fix your printer. Besides that, while he can't exactly break into computers, once he's sweet talked you into sharing your password with him, he doesn't need to. His knowledge of technology is better than average, and mostly consists of informations on how to use it, and some basic programming.

Brief Backstory:

He was your average kid growing up, but he most notably had subpar social skills. He was bad at understanding and conversing with others, but he wanted to be better. Of course, it's not that easy to just switch off terminal social awkwardness and stand offisness, unless you wake up one day with the seemingly magical ability to feel other people's emotions that is. This started off as very dizzying for him, as he couldn't turn it off, or even filter it at first. Every feeling that went through the mind of anybody too close to him passed though him, at least a little bit. This left him bedridden for a few days until he acclimated to the new traffic his head had to deal with. As time went on he realized that he could hone in on indivguals thoughts and feelings, skim through their memories, and bring favored ones to the forefront to push people towards feeling how he wanted them to. Once his powers settled in, his social abilities blossomed, and he quickly became very popular with his peers.

He got so good with his abilites in fact, that he ended up using them as a way of getting a nice cash flow. See, he found that he could make people feel really good about just giving money to him. All it took was 'reminding' them of a time when they either felt especially good, or of how much they liked him, and they had no qualms about donating to Richards wallet. He couldn't hit the same person too many times, or too often, otherwise they'd pick up on what he was doing, but still, any amount of pocket money was nice to have. This was all going very well for him, until he tried extorting a NEST agent. As these people tend to be more keen to notice superpowers than regular people, he was caught, and within a week was sent off to Camp.

Power Information

Linus can feel the emotions of people around them, though he doesn't know why they feel the way that they do. When he interprets the emotions of people around him, he himself gets a taste of it, and actually feels it himself. Strength of the feeling scales how much he himself feels, so if somebody is absolutely elated, he'll feel that more than somebody who's just in a good mood.

Memory Manipulation
He can read into the memories of people near him, though if he wants a lot of detail he'll need to spend more time, and when he tries to read too deep into people's heads, they get a noticeable pressure in their head, and will more than likely realize that something's happening. Besides scanning people's brains, he can pull up different memories in people's heads to nudge them into feeling how he wants them to.

Limits:

His range for Empathy and Memory Manipulation are both a 100 foot radius, and though he's learned to deal with feeling other people emotions, he can't shut it off. As for Memory manipulation, the time factor is the biggest limit for him, along with the fact that if he looks too hard into their minds, they get a bit of an alarm by the pressure they feel in their skull.

Weaknesses/Drawbacks:

As for weaknesses, the biggest thing is that he can never be around too many people at once. If there's more than fifty people within his range, he'll noticeably slow down, and will find it very hard to think due to the overload he experiences. Also, he's really not meant for one on one physical confrontations, so if you can knock him out before he can convince you not to, then you'll win.

Parents: He's about as good with his parents as any other angst filled 17 year old hormone beast. He's above manipulating his parents, so how they feel about him are there real emotions, and not something Linus has been pushing them towards. That being said, they love him as all parents love their children, even if he annoys the hell out of them.

Yeah, I was thinking something like that.
So maybe being able to encourage different emotions by pulling up different memories in people heads? Like if he wanted to make somebody happy, he could have them remember something like a childhood birthday? Or if he wanted to encourage two people to fight, he bring up the worst moments that they had together.
