Well the normal rankings are C, B, A, S from guild point of view. The bigger ones are Wizard Saint and Guild Master.

Well their strength IS a rather big factor, but mainly politically. (e.g. they could be the strongest, but if they're a major douchebag they mightn't get considered XD)
Reputation and strength are the two big factors in becoming a saint.

I was going off of S, SS, SSS missions. You know when Gildarts got introduced they started firing off explanations about the fancier missions.
There are also guild masters who generally get ranked by themselves, as guild masters tend to be S class or higher in strength (depending on said guild). Also the guy is the equivalent of the Saint rankings from his country, but his country's wizards aren't as strong as Fiore's are so he probably isn't on their level. (Kinda how Fiore is weaker than Avalaz or whatever it's called)

They rate the power of ghouls much like fairy tail, except after S rank they have S~, SS, SS~, SSS, SSS~. So a joke saying that he ascended above the S rank. That and I never seen a mage have a specific SS rank, Wizard Saint I feel would be the next step up after S rank.
