So in that same line of thought, I think that anything that works also works when scaled. If management will fail on a major scale, I think it is all but a failure on a small scale, especially with the rate in which it would grow. People multiply like rabbits when they can.

Virtually every planet cannot sustain life. Even if you were to take all matter and make it habitable, not only would you run out, but you've inevitably integrated yourself so far into the lives of all affected that they're reliant on you.
