Because of what Lmpkio's been getting, I suppose I'll make a thorough review of what's wrong here. I'm not a GM like Lmpkio, but considering he's alone at the job, I suppose I'd give him a hand to make you understand the issues since you're new and all.

Bio: His backstory changes as he tells it but the most common thing that comes up is that his parents died when he was young. he lived one the streets before finding out about his powers. After finding out about his powers he became a thief first stealing things for him to live. Until one day he ran into this guy who had a weird symbol on his and and on the ground under him, before either one of them could say a thing, a glowing red light flashed. When Kevin woke up he felt different, he looked forward and saw the same guy. After learning about becoming a philosopher stone the guy disappeared. After that his life story is choppy and no one can figure out the rest.

Apart from it being super cliché, what it's missing would be the reason why he's from Arcadia-2 and how he got the conglomerate of powers he's currently got. Plus the Pholosopher stone thing is silly.

Abilities: Super speed, Super fast regeneration, Is a human philosopher stone(it has its limits when it runs out of souls he dies, currently has 4,918.) so he can change anything he wants with a touch

If this is based off FMAB, a human philosopher stone would be a homonculus, right? Or at least something similar to King Bradley since he was a human fused with a philosopher stone. If it's the latter, why does he have immortality? That was Bradley's flaw, he aged and didn't have extra lives in exchange for being mega strong. In any case, you're making yourself immortal as well as being as powerful as Father. To give some perspective, he could, in theory, defeat the God Emperor.

If caught in an explosion he will freeze up for a bit till he comes to his senses, He will sometimes get too cocky that he forgets he has a lot of his equipment.

The conference wasn't bearing too many fruit, Cyano left with barely any relevant surplus to the current issues, leaving only the pyromaniac Bambietta and the brains of the organization, the Über Ethereal. For a brief moment, all they did was stare at each other, waiting for one of them to say something or for Biollante to suddenly step in. None of those happened and it just got really awkward. Eventually Bambietta would cross her hands behind her neck and make herself comfortable on her seat, legs well straightened on the conference table.

"You know alien, you should consider getting an updated version of Powerpoint. Holograms just don't turn on ladies like they used to."

She mocked the alien, referring to how it failed at getting any of the women's attention in the squad. The overlord couldn't feel anything negative toward this except for the fact that the team was irritatingly difficult to assemble and control. It didn't lose its composure, but it wasn't satisfied at all. Ignoring all the hazards, it would go on into the points they had to urgently tackle so they could have a chance in ending things without too many issues.

"Hmph. In any case, we have three threats identified as of now. The Alliance of Conquerors, the Imperium and the Goa'uld Empire. The first two we have heavy intelligence on, but the latter still remains to be analyzed by Biollante. Nonetheless, we have the edge in terms of position and resources to the bigger of the three. However the heaviest of issues would likely have to be the leader of the Imperium's power, Nova. From what we could gather and observe he appears to ha- ..."

"HEY! Hey, is this things working right?! HEY CAN YOU GUYS HEAR AND SEE ME?!"

Within the hologram before the two executives would be formed a blurry manifestation of a person, or at least their head right down to their shoulders. It was Eto, looking as classy as ever with her barely conscious look and generally laid back demeanor. She wasn't very good with this new technology stuff, but it was made even worse when interdimensional stuff came into play. Waving hello at her subordinates, she'd salute them gracefully.

"Oh hi Bambi and E.T! Oh my it's been so long! I've missed you guys!"

"Eto! Thank GOOOOOD you're here! Can you imagine how bad it is to be alone around this ... guy and some blue haired dyke who is frankly creepier than Gigi?!"

"We have not communicated in less than twelve hours. It is almost flabbergasting to see how much you 'miss' things in such a small scale of time."

They both responded to Eto almost at the same time, making it rather difficult for the already semi-awake superior to get anything. But after a brief and awkward pause, she'd finally get the gist of what they were saying.

"Ermmm ... Yeah no! Don't be like that you two~ Let's all ... Make this fun! ... Wait, you didn't update powerpoint in your super cool hologram thing?!"

"I KNOW RIGHT?! You'd think super advanced aliens would get the use of making some very boring details at least enjoyable to look at?"

The two girls more or less jumped the alien here as it slowly felt a bit exasperated by the intellectual level of the room. Bambietta was recognized as pretty below average in intelligence, but Eto was their commander for a reason, which made things rather strange for the alien. Especially when it witnessed her monstrous tendencies first hand when it took part in her 'recruitment'.

"No matter. We can simplify the data an- ..."

"Oh how about we add like these slide effects when you switch into the different plan suggestions?! How about a siphon effect, man I sure loved those during those big conventions ... Oh sorry! Soooorrrry! Please go on!"

The air headed Eto slapped her hands together and bowed her head in apology to the alien, letting him go on. The Ethereal was more surprised than annoyed when witnessing this, but it talked anyway.

"... And so, we can determine that Nova's capabilities originate from a foreign dimension heavily bound to the dimension his being is currently existing in. Our current hypothesis suggests that such psionic strength may very well be linked to a powerful anomaly within Arcadia that can be caused in any similar universe without specific parameters to directly counter the psionic influence. As such ..."

"Okay, you lost me at foreign dimension. En inglès por favor."

"Yeah can you uhm ... Just make it a bit easier for us peasants, E.T?"

The two women had stared at the alien as it blathered on about what seemed nonsense to them. They weren't very well versed in this whole dimension thing anyway, but the Ethereal found this a little too troublesome for what it was worth. Even a supposed selfless creature such as itself was reaching the limit of its patience.

"Very well ... The Star Child's abilities likely come from another world, and he may access it through means too complicated for you to comprehend. However, you can very well compare this to how Terminals are used. But this is only a hypothesis we have yet to verify."

The girls seemed to understand it a bit more as they nodded when the alien finished. It would then go on.

"As of now, Conablum and the Ethereal Ones are dividing various methods to analyze this phenomenon. Now for the Alliance of Conquerors, thanks to you Eto and our operative in the field, the information regarding the eli- ..."

This time the girls didn't interfere but it would be some scientist walking in, apparently a Conablum labs worker sent to represent Cyano during this conference. Unfortunately for him, the conductor of this meeting had just about enough of interruptions at this point. The instant the man would peak his head into the room, a powerful Psi-lance would completely obliterate his body and scatter remains all over the place.

"Sheesh! That was harsh! He looked tasty! How could you do this to me E.T?!"

Joking around, Eto acted all ditsy by trying to guilt trip the alien. It didn't fall for it, knowing at least a little bit as to how humans, and Eto in this case, tended to behave even if it was always surprised as to how she could act.

"You're lucky it wasn't me, girl. You know what I like to do with them."

Bambietta added, smirking at what just happened but evidently unmoved as to what they had made that poor alien do.

"It appears most details are pointless to announce anyway. Eto, you know all about the Conquerors, Bambietta you have a job assigned, as such we simply wait until they act before the Terminal is complete."

It concluded, the green haired girl in the hologram grinning at the idea of the Conquerors. It was indeed known that she was strongly associated with one of their members before joining the Outliners and was nearly one of the founders of the tyrannical group. As such, the Outliners already had a heavy amount of information of the smaller members of the group. That didn't interest them too much, hence why Keith was actually a thing.

"Kuku~ Arighty guys, I s'pose everything's been said and done! I'll be here in a few hours, to ... Get into the field a bit. I get this feeling that I'll have a date with nostalgia soon enough~"

She chuckled with a sinister aura surrounding her body, a great contrast to her bubbly and silly attitude during the whole interaction. The Hologram would then vanish. The other two would go on to their business, Bambietta hanging around before deciding to leave and supervise the Quincy while the alien remained to observe Grimlock's progress.

Her twisted personality is possibly the result of fighting to stay alive during her early years in the 24th ward. As a result, she has no qualms about remorselessly slaughtering humans and ghouls alike.

Like many ghouls, she is able to compartmentalize her ghoul and human alter egos with relative ease. Since she doesn't see any value in human life, this indicates that she has a misanthropic view on humanity. Whether her views on humanity was a factor in her attacks on the CCG is still unknown

As Sen Takatsuki, Eto projects a childish air around her through her actions and overall demeanor. She appears to be quite playful and ditsy at times, oversleeping on the day she was supposed to be signing books and taking photos with admirers when it was prohibited by her manager. According to Haise Sasaki in his profile he constructs through the analysis of her works it leads him to speculate that Eto is a woman filled with despair and hatred towards the world, having completely abandoned hope long ago.

Like her mother, Eto has a very sharp intuition about the feelings and desires of people, which she exploits to the fullest when taunting her victims. She's shown to be an apt leader and has the intelligence to lead a league of powerful ghouls without any real internal setbacks. As an author and intellectual, her intelligence far exceeds the average individual.

As an Outliner, she tends to not lash out on members and focuses more on their goals. Her reasons for joining are uncertain, but it may very well relate to the lack of hope she had for her world and perhaps now sees a new opportunity for a ghoul such as herself in this multiverse where anything is possible. She's still not above being cruel, and killing her own allies, but she's completely submitted to the 'Envisioning One', as such she'll only playfully mess with the members' minds.

A person whom she believes she shares a lot in common with, notably their lack of hope in their world. The ideals of the Outliners were not exactly like the Aogiri Tree's, but the idea of maintaining balance gave some rest to Eto's mind and her fellow Ghoul who have been persecuted for far too long. The last thing they needed was her bullshit to attract them even worse threats than the CCG.

• Ghoul Body: As not only a half-ghoul, but also a natural one, she's is considered to be much stronger than normal or artificial ghouls. The strongest a normal ghoul reaches (in normal circumstances) is a strength that is about seven times stronger than a human's. In Eto's case, it is logical to assume she is stronger than that, making her pretty high in Arcadia's strength tier. Added to that would be a Ghoul's ease in derailing a large police truck without any effort, a testament of how strong an anomaly like her can be. Ghouls also have enhanced resistance to damage, said to have skin as hard as steel, which is confirmed by the fact that they're virtually invulnerable to weapons made of normal material. They are also quite fast, have high reflexes and are quite agile, making Eto capable of easily keeping up with the speed tiers in Acradia. They also have better senses, especially smell as the can easily distinguish people by it as well as having extremely accurate hearing. As a half-ghoul, it is considered impossible to differentiate her from normal humans without either revealing her ghoul eye or physically examining her.
• Healing: Like most ghouls, she can heal rather large wounds fairly easily, though the severity and the amount of damage she took in total counts. The more a ghoul has eaten recently, the strong the healing, though Eto's immense power indicates she's eaten so much in her life time to give her a large amount of life energy to spare. However, she is said to be capable of surpassing this healing. See Transcended Healing.
• Ukaku Kagune: Eto's kagune takes the form of two muscular blades on her shoulder blades and 6-8 kakuhou form spikes from her back that can shoot bullets similar to her father's. Due to the high number of kakuhous in her body, her kagune abilities are very diversified. Combined with her knowledge about Kagune and her creativity, Eto's skill with her kagune is far more advanced than most ghouls shown so far. After the timeskip, her kagune takes the form of multiple grotesque appendages attached to her back. The appendages can be shaped into eyes, mouths, arms, and legs in order to suit Eto's purposes. They appear to be sentient as they speak and express their opinions about Kanae's flesh tasting terrible and encouraging Eto to kill him. Her kagune appears to be more than a limb for her to hunt with and more like an extension of her consciousness. Like Nutcracker, her kagune is also detachable, capable of ensnaring her opponents with relative ease.
• Kakuja - One-Eyed Owl: Due to cannibalize ghouls at an early age and quickly became a kakuja. Ten years ago, Eto's kakuja formed two large scimitar blades from her shoulders to counteract the close-combat weakness most ukaku ghouls have. With two large blades, she could cover the distance between her opponents, parrying incoming attacks and striking back. Eto's first kakuja kagune also formed a mask with one hole on the right eye's position and three zigzag lines on the left, with two lines at the mouth's position slanted downwards, deceptively similar to her father's mask. In her current full kakuja form, Eto takes the appearance of a large, monstrous creature with her Ukaku kagune growing into large spikes protruding from her back, has four scimitar blades instead of two from her shoulders, large bird-like feet, and her mask develops four horns along with a single eye in the center with three markings on the side cheeks and the forehead. In this form, she is nearly unstoppable. While her ukaku kagune covers middle to far distances, her Kakuja cuts down those in front. Her ukaku kagune are capable of shooting projectiles large enough to overwhelm most seasoned CCG investigators. The projectiles were also able to knock out an Arata Proto equipped Yukitori Shinohara and Iwao Kuroiwa through brute force alone. Unlike most kakujas, she is able to maintain her consciousness. So far, Kishou Arima and Ken Kaneki are the only combatants able to stand on equal footing with Eto in this form. After the timeskip her kakuja appears to have increased even further in size, to the extent where its tongue is bigger than her actual body.
• Torture Metamorphosis: Eto has a very strange way of interrogating and torturing 'interesting' subjects. As shown when utterly ruining Kanae's mind, she is particularly good at entering even the most resilient of mind barriers. However, this is mostly thanks to her completely messed up Kagune serving as a 'poison' when stabbed into her subjects. They consume them, even if they were to resist it fully the neverending voicing both heard in their heads but also in their ears as her Kagune endlessly blathers nonsense, would eventually screw up any thought process they'd have. Eventually, the subject would have some of her 'power' and if they're not a Ghoul would develop Ghoul-like abilities such as a weaker version of her Kagune and slight Ghoul enhancements. They also all inherit the 'Transcended Healing'. All those affected by this speak nonsense and behave extremely strangely but also aggressively, but they're completely submitted to Eto's will as she becomes their 'Loving God'.
• Transcended Healing: Just as Noro and Kanae demonstrated, those with Eto's 'seed' after a long torture session develop an insanely powerful healing factor, recovering from even decapitation. Of course, there's a limit here too, as accumulated damage ends up wasting all their strength as Noro eventually succumbed to his injuries as well, the fact is Eto is virtually unkillable without completely breaking down her body via various methods (disintegration, big internal explosion, anything to make her head and rest of the body too messed up to heal). This becomes difficult as, unlike Noro or Kanae, she has a coherent thought process and wits.
• Disrupting Echo: A special enhancement given by the Ethereals under her command. Alone she doesn't really have much psionic potential, as her being is from another universe. However the conscious Kagune she wields are strangely hypnotic to those she tortures and Ethereals have been capable of enhancing them with the influence of the 'Gift'. Essentially, whenever they endlessly blather when released, they emit a terrible sound that affects both living things and machines. Those living suffer the same effects of Psi-panic, except without it being treated as a psychic attack but as physically inflicted illusion (take that psychic immune shits). See 'Psi-panic' on the Uber Ethereal for effects. As for robots, they live the effects like some form of electromagnetic pulse interfering with their circuits. They have reduced mobility and completely blurred vision as well as weakened sensors.
  Countering this is difficult as the things can talk forever, but after about two minutes, adversaries can adapt to the influence for a long period of time. However in another encounter, they'd be vulnerable to it again.
• Warped Mind: Essentially her ability to switch personalities and her Kagune manipulating her consciousness to hide specific elements about her and making it easy for Eto to lie her ass off to even mind readers. In other words, reading her mind won't do jack shit because I just don't like metagaming high ranked characters like these and she's a master deceiver.

• Healing: Like most ghouls, she can heal rather large wounds fairly easily, though the severity and the amount of damage she took in total counts. The more a ghoul has eaten recently, the strong the healing, though Eto's immense power indicates she's eaten so much in her life time to give her a large amount of life energy to spare. However, she is said to be capable of surpassing this healing. See Transcended Healing.
• Ukaku Kagune: Eto's kagune takes the form of two muscular blades on her shoulder blades and 6-8 kakuhou form spikes from her back that can shoot bullets similar to her father's. Due to the high number of kakuhous in her body, her kagune abilities are very diversified. Combined with her knowledge about Kagune and her creativity, Eto's skill with her kagune is far more advanced than most ghouls shown so far. After the timeskip, her kagune takes the form of multiple grotesque appendages attached to her back. The appendages can be shaped into eyes, mouths, arms, and legs in order to suit Eto's purposes. They appear to be sentient as they speak and express their opinions about Kanae's flesh tasting terrible and encouraging Eto to kill him. Her kagune appears to be more than a limb for her to hunt with and more like an extension of her consciousness. Like Nutcracker, her kagune is also detachable, capable of ensnaring her opponents with relative ease.
• Kakuja - One-Eyed Owl: Due to cannibalize ghouls at an early age and quickly became a kakuja. Ten years ago, Eto's kakuja formed two large scimitar blades from her shoulders to counteract the close-combat weakness most ukaku ghouls have. With two large blades, she could cover the distance between her opponents, parrying incoming attacks and striking back. Eto's first kakuja kagune also formed a mask with one hole on the right eye's position and three zigzag lines on the left, with two lines at the mouth's position slanted downwards, deceptively similar to her father's mask. In her current full kakuja form, Eto takes the appearance of a large, monstrous creature with her Ukaku kagune growing into large spikes protruding from her back, has four scimitar blades instead of two from her shoulders, large bird-like feet, and her mask develops four horns along with a single eye in the center with three markings on the side cheeks and the forehead. In this form, she is nearly unstoppable. While her ukaku kagune covers middle to far distances, her Kakuja cuts down those in front. Her ukaku kagune are capable of shooting projectiles large enough to overwhelm most seasoned CCG investigators. The projectiles were also able to knock out an Arata Proto equipped Yukitori Shinohara and Iwao Kuroiwa through brute force alone. Unlike most kakujas, she is able to maintain her consciousness. So far, Kishou Arima and Ken Kaneki are the only combatants able to stand on equal footing with Eto in this form. After the timeskip her kakuja appears to have increased even further in size, to the extent where its tongue is bigger than her actual body.
• Torture Metamorphosis: Eto has a very strange way of interrogating and torturing 'interesting' subjects. As shown when utterly ruining Kanae's mind, she is particularly good at entering even the most resilient of mind barriers. However, this is mostly thanks to her completely messed up Kagune serving as a 'poison' when stabbed into her subjects. They consume them, even if they were to resist it fully the neverending voicing both heard in their heads but also in their ears as her Kagune endlessly blathers nonsense, would eventually screw up any thought process they'd have. Eventually, the subject would have some of her 'power' and if they're not a Ghoul would develop Ghoul-like abilities such as a weaker version of her Kagune and slight Ghoul enhancements. They also all inherit the 'Transcended Healing'. All those affected by this speak nonsense and behave extremely strangely but also aggressively, but they're completely submitted to Eto's will as she becomes their 'Loving God'.
• Transcended Healing: Just as Noro and Kanae demonstrated, those with Eto's 'seed' after a long torture session develop an insanely powerful healing factor, recovering from even decapitation. Of course, there's a limit here too, as accumulated damage ends up wasting all their strength as Noro eventually succumbed to his injuries as well, the fact is Eto is virtually unkillable without completely breaking down her body via various methods (disintegration, big internal explosion, anything to make her head and rest of the body too messed up to heal). This becomes difficult as, unlike Noro or Kanae, she has a coherent thought process and wits.
• Disrupting Echo: A special enhancement given by the Ethereals under her command. Alone she doesn't really have much psionic potential, as her being is from another universe. However the conscious Kagune she wields are strangely hypnotic to those she tortures and Ethereals have been capable of enhancing them with the influence of the 'Gift'. Essentially, whenever they endlessly blather when released, they emit a terrible sound that affects both living things and machines. Those living suffer the same effects of Psi-panic, except without it being treated as a psychic attack but as physically inflicted illusion (take that psychic immune shits). See 'Psi-panic' on the Uber Ethereal for effects. As for robots, they live the effects like some form of electromagnetic pulse interfering with their circuits. They have reduced mobility and completely blurred vision as well as weakened sensors.
  Countering this is difficult as the things can talk forever, but after about two minutes, adversaries can adapt to the influence for a long period of time. However in another encounter, they'd be vulnerable to it again.
• Warped Mind: Essentially her ability to switch personalities and her Kagune manipulating her consciousness to hide specific elements about her and making it easy for Eto to lie her ass off to even mind readers. In other words, reading her mind won't do jack shit because I just don't like metagaming high ranked characters like these and she's a master deceiver.
