I would say intact, the Federation is not one to seek one's annihilation(unless they're a threat that needs crushing), they're preferred route would be the Empire's slow reform, or at least contain the chaos.
I would say the Federation would view them quite poorly :P although that won't stop trade, commutations and such(if they do engage in trade that is).
