All an exiled Time Lord has is intelligence. In terms of physical toughness, they'd be dwarfed by all the Marvel lot.
In terms of psychic ability, the average Time Lord would be less 'Xavier' and more 'Obi-Wan Kenobi without the force'.

Also, you forgot that Time Lords have minor psychic abilities like suggestion, hypnotism, telepathy (with contact), memory transfers, and making somebody fall asleep.
