@ArenaSnow
You may also notice that I have neglected to think of a way for the crowd to be protected from all this and you'd be right i hadn't thought of that at all. Oops. I should fix that sooner than later.

In the Mech warrior 4 mercenaries game there was just a dome shield around the arena. you could make up something like that, but say that it is too large or consumes too much power to be mounted on a mech.

or, its all being shot by camera drones and cameras mounted to the walls and such.
@solokolos, the bone prison wouldnt be super durable. enough to slow you down for a minute but it wouldnt actually trap you if you where determined to get out.
Necro - Denver alley

Bullets tore down the alley way, Frank and Derron where destroyed beyond usefulness so he released them from his control. With his head cleared of the strain he thought frantically. Zach was coming at him now as well, this was becoming a serious danger it was time to go. He still had the officer's corpse at his disposal so he ordered the officer up again and began firing on Arsenal again. Necro, from behind his dumpster, held out a hand an forced his concentration to the limit, drawing up the bone of all his deceased minions. The bone snaked across the ground like liquid mostly coming towards Zach and Necro.

The liquid bone jutted up around Zach making a bone prison that solidified moments later. the remaining bone came to thickening his armor, in hopes that he would survive a few short dashes with less cover. With the officer up and shooting again Necro lept up, slightly slowed by the extra weight on his armor, and dashed across the alley out to the streets of Denver. He had only run a few yards into public when he dropped the officer as well, in hopes that the 'heroes' would try not to cause any collateral damage in chasing him. If they did however, he began running towards the nearest cemetery where he knew he would have enough bodies and bones to drag out a serious fight.

While running he noticed the bullet holes in his trench coat, revealing the skeletal armor underneath. "Son of a bitch" he muttered to himself, hoping that his outrageous costume would be largely ignored by the public. As he thought about it he did shift the skull face of the helmet into an open faced one like a motorcycle helmet, he knew he still looked like a madman but it was still better than looking like a villain right now.
Oskar Stepped onto the planet feeling a little uneasy, a convicted criminal stepping foot on a shrine world had to be heresy of some kind. He wasn't sure, and its not like anyone could do anything about it, he was after all with the inquisition. He adjusted his gear, slinging his flamer over his shoulder and resting a hand on his chainsword, now that he was sure that they where not landing under fire. he glanced around the landing pad, still uneasy, and lit an Lho stick breathing and drew a slow drag. The sound of gunfire and explosions was actually oddly calming, the planet was just as much of a battle field as any other. He noticed the Inquisitor jump at the distant sound of battle. He chuckled quietly to himself, 'The Inquisitor is skiddish as a white shield' he thought grinning beneath his environmental mask.

The Inquisitor and sisters where hashing things out so Oskar turned and took up more of a sentry position on the outskirts of group and examining the pilgrims as they walked past. They where all normal as far as he could tell, but he hardly knew what he was looking for other than a crazed maniac with a chaos star tattooed into their forehead. That thought struck him a little too, remembering the penal legion serial number on his own forehead. He sighs, watching a bit of ash fall from his Lho stick while the up and ups figure out whatever they are doing.

Everyone began loading into the Rhino, Oskar followed everyone in and stood by the door with his flamer in hand preparing to be driven into a warzone. He heard the Guardsman, Elija or whatever his name is, incessantly asking questions. Oskar turns and stares at Elija, 'by the emperor, this kid wont last long' he thinks to himself.
Sorry for the delay on my end. ill be trying to get something up tomorrow.
Or just got close enough to touch him. That'd suck pretty hard.

right, the real trick would be getting close without being turned into human slurry.
I'm sorry if you find this fight unfair, but I specifically made Arsenal to be a pure force of destruction. It would most likely take more than one parahuman to bring him down, or just that single parahuman that knows how to deal with glass cannons or be a very resourceful individual.

Actually, under the right circumstances Necro could easily bring you down. If we where fighting in a graveyard or there was enough collateral damage (civilian casualties) i would have nearly unlimited bullet sponges to throw at you until you where out.
not really a formal request lol.

and, i hadnt though of any of that (because im an idiot), so yes i have options lol.
hrm.. and (he wouldnt know this) you have another set of arms as well after this 2nd set. i think ill wait on zach to react and gtfo

unless propro has plans to save my scrawny ass.
@The Wild West

ok.... how many bullets do you have. i mean, you can only carry so much into battle.

i get that this is a superhero thing, but even so.
