Sums it up pretty well. This is going to be like an rpg. You will live in Refuge. and evil GM will try to kill you or destroy your home. (Home destruction does not mean you lose, there is a goal here actually, it's just not achievable yet).

The Millennium Backstory

Founded to run Operation Renewal, this scientific community included hundreds of the most brilliant minds from every edge of the globe. Having so much vast knowledge in one place was the key to quick execution, and reaction, to the plan. Included were engineers, mechanics, tinkers, to help build the weather control towers. It is too these people we owe our thanks, for they are the reason for the world today. Every giant plant, every overgrown metropolis, every sunken city. It is their fault, they had a part in creating the blackwater devastation.

Despite their primary objective. Independent companies, and the primary powers themselves, funded a number of other projects. From combat arms, to gene development, to human augmentation, to cybernetics, robotics, and more. Their headquarters are long lost, rumors circulate but nothing is ever certain. Or worth the risk, as the rumors seem to focus on the most densely overgrown, and dangerous areas.

Combat Arms - SUCCESS. Fold-able weapons, extending blades, sonar radars, if it's fancy they probably made it.

Gene development - FAILED. Subjects Reported Purged.

Augmentation - FAILED. Subjects Reported Purged.

Cybernetics - SUCCESS. Robotic-limb replacements, bionic eyes.

Robotics - SUCCESS. The metal watchers still stand guard at their posts. Rumors circulate of an army they were building, but those are just rumors.

The Sovereign Russian Federation

The SRF are governed by their most esteemed, supreme ruler. Vladimir, The Iron Hand of Russia. Their military, while less technologically advanced then the Regime of Asia, are a brute force to be reckoned with. Their training methods include a mixture of fear and national pride. Disobedient soldiers can be subject to scarring, branding, or some form of mutilation that will not impact their performance in the field. Their numbers are great, and they often overwhelm their enemies by charging forward en'mass, no retreat. They use ballistics mostly, standard issue rifles or whatever they can loot in the field. Disputes are resolved through fist fights, and are often encouraged. They are allowed to wear whatever armor they can loot or find, as only a standard uniform with some Kevlar padding in the limbs and chest area are issued. Their official mission regarding their presence in the United Nations of America:

"To claim land for our prestigious leader, so that our people may have better homes. To recollect technology, so that we may undo the tragedy that the Americans have brought upon us. To quell opposition, so that our that our Sovereign might will not be threatened, for the ways of the Motherland are the only, true way to live."

The Silver Hand

The Silver Hand, while military based in structure, are not dedicated to defending anybody in particular. In fact, they are more of a mercantile association. They are also perhaps the most well-off when it comes to survival. It is rumored that their head quarters are somewhere in the great plains, and they have trade routes stretching from coast to coast. They are exceptionally trained, and comprised of only the best. Those who do not join freely, are usually bought. The Silver Hand's tactic for surviving this new world is to gather everything, the more the merrier. The boast the largest stockpile, other than the three powers themselves, of military grade weapons. They also have quite a science lab, dedicated to finding way to empower their own foothold in the regions. The Silver Hand can be considered an elite team of scavengers and hunters. But once you join, it is near impossible to be dismissed without death, to protect their secrets. Anyone who has ever "escaped" has been promptly hunted down for their bounty, which is usually quite high and worth all the risks.

The Silver Hand can be easily recognized by the armor they wear. While not being very bulky, or flashy, each member has a large silver hand painted on the back of their armor, spanning the entire surface. They wear mostly a dirty white color armor, with matching fatigues. Each piece pre-assembled in a factory somewhere, to promote equality. They wear an assortment of kevlar, each member issued a vest; shoulder, knee, arm, and leg guards. Each piece reinforced outside with a shiny metallic metal. Made from the same stuff that makes up the walls of Refuge, except the Silver Hand are rumored to be able to manufacture it. The squad leader and always be recognized by the silver gauntlet the wear, right or left hand and forearm.

Their training is similar to that of military. Breach procedures, formations, hand signals. The works. They are ruthless, and if you try taking something they want, you're probably going to be shot. Their numbers are unknown, but the rumors also include that the Silver Hand is likely spread out all across the country in outposts and forts. They obviously have enough to establish a trade empire, and frequent larger villages with their caravans. These seemingly fearless warriors are never afraid to combat a foe. Each Silver Hand member equipped with a precision assault rifle, varying models; a pistol, varying models; Large knives, and a sword. The swords are usually used for execution and monster slaying. They are the self-proclaimed Law, and do not take kindly to impersonators, lawbreakers, or those who question their authority. Refusing to comply will probably get you shot. At least they have good trade stock?

The S

The S'torei are a tribal faction that could be closely linked wit voodoo. They trust in the effigies to ward away bad spirits and karma, and to bring about health and good fortune. Every mark of ink upon their skin has a meaning, left to be interpreted by those who mark their flesh. Though these markings are only awarded through great triumph, or great failure. Black is to signify triumph, whereas blood red is for failure. They use certain plants as a purifying incense, which also helps ward off many of the smaller scavenger animals, and some of the dangerous ones too. They also prefer to live atop skyscrapers, or tall buildings, to be closer to "He who resides in the sky" for only the air in the world is pure, and untainted, a blessing cast upon their sorrowful existence by their god "Airius". Though tribal in their rituals, they also have modern practices. Like laundry, construction, farming, ballistic and melee weapons, some minor technological use.

They dress in varying styles, from formal to casual, and adorn themselves with skulls, bones, and other pieces of their kills. Piercings are not uncommon either. They hardly ever go down to the surface world, other than to scavenge. Using sky bridges to link their buildings: either roof to roof, or perhaps roof to window if one building is much taller than the other. Usually it is quite hard to enter the buildings as they are barricaded to protect the residents who live inside. They large communities with hundreds of citizens. They are peaceful if ever encountered, and often trade with outsiders. They never invite anyone back to their homes, and keep their entrances and exits a secret, taking great concern to remain unseen when using them.

The Khu

The Khu'lu are perhaps the most closely related to the modern Indians of the old world. Not only are they masters of stealth, but they have shunned away the technology of the world, as it is corrupt and brings only pain. They use bows and arrows, weapons made of bone, poison, and traps. Though their weapons are nothing to joke about, as many of the bones come from powerful creatures and are have the strength of metal. Their sharpness lasts for an incredible length of time, and the only way to sharpen them is too use another strong animal bone. Because of the strength of these bones, many of the smaller pieces are either embedded into their skin, or made into bone chimes. These bones chimes keep many animals away, as the noise sounds like thousands of chattering teeth when the wind blows through one of their encampments; which are quite hard to spot.

They camouflage themselves using foliage. Their buildings, and their clothing. Made of animal furs and plant fibers, they are also known to use a sort of war paint. Mixing certain plant ingredients with the venom of an shadowsnake (a black snake with fish-like fins; which have little talons on the end making it able to glide, travel quickly on land, and swim.), the venom is acidic in nature, and by diluting it the Khu'lu can brand themselves with a permanent war paint, consisting of vibrant colors. These paints come in all styles or art, and many bright neon like colours.

They communicate while hunting using whoops and calls, which can be mistaken for birds. They are not above hunting humans, and some tribesmen actual prefer it. Mixed with the right plant materials they can stave off the affects of eating such... exquisite meat. The Khu'lu are very in tune with nature, are worship "Gaea" the goddess of life, who blessed the world with her children (the flora). They also worship Ebsu, the god of earth, who not to be outdone by his wife, Gaea, blessed the world with his children (the fauna), to provide sustenance and make the people strong. Though his children are dangerous, this is also to promote strength and strong will, so his followers do not become fat and weak like those of the old world.

Though they are spiteful, and mock those around them. They have been known to occasionally trade, and aren't so scarce that they are never seen. The mostly keep to themselves, hunting and foraging. They have no interest in technology, or loot. But come between them and their prey and you may find yourself on the menu.

They live like Indians. Hunting, Foraging, being at one with the land and worshiping their god. While shunning technology and those who use it. Though they do trade, meats, furs, hand-made weapons, jewelry made from leathers, stones, and animal pieces. They receive building materials, and slush (because that's the only thing to drink). They are the only known peoples to effectively take down larger creatures using nothing but spears and arrow (though incredibly strong bone-spears and bone-points arrows.) Their team work is extraordinary.

The "Refuge"

Refuge is located in the region of Manhattan, the main building located to in the middle of central park, when it was cut in half to accommodate a large rail station and underground mall. Notable facilities include: Science Labs, Medical Labs, Agricultural (Fruit, Vegetable, Nut) Farms, Slush Manufacturer.

A massive building on the surface surrounded by a wall eight people wide, and made of the finest metals. The wall has a trench littered with long spikes made from worn, metal support beams, their points able to pierce the flesh of most creatures. The building itself has been reinforced into a massive bunker, the glass ceiling and all of the windows have been replaced with metal tiles. The walls and beams reinforced. There are two main entrances, a personnel door resembling that much of a submarine door, and two wide metal doors that swing outwards to accompany vehicles and caravaneers. The wall spans enough area of the parks to support a small town like structure, with many of the inhabitants choosing to reside underneath the bunker in the mall. The bunker building itself is reserved for the soldier force of Refuge. The personnel door opens to a stairwell, while the large double doors open up to a parking area, where those lucky enough with a vehicle can park and unload their wares to take below. The bunker is eight floors high, the second consisting of catwalks around the bay area. The third is the command post, with barracks, armories, and training areas located on the remaining four. There are secret passages, but those who know of them jealously guard them, because they are illegal and will be sealed up.

The mall itself is fourteen floors deep, and a bazaar style mess. With residences and trade stalls scattered on every level. The escalators no longer work, but still provide the primary mode of transportation. The subway tunnels have long been blocked off, part in fear of the creatures, and part in fear of the rising water levels. The city is quite over populated, and not everybody is successful. The very bottom floor is reserved for the science labs, including the medical wing. The second to bottom reserved for agricultural farms. The third to last level of the mall is the only middle level to have a floor, to protect the bottom two floors from falling debris, or bodies.

The law keepers and standing army of Refuge are called Saviors. Numbering in the few hundreds, there are strict laws against crime, many of which result in exile. They patrol the walls, the underground bazaar, and the village located around the bunker. The commander of the Saviors is Commander Greyius, who is both kind and ruthless. The ranking system goes from Recruit > Savior > Guardian > Divine > Commander. The Divine being the most elite of the armed forces.

The outer gate has two entry points, which slide open sideways to allow people, or vehicles through. Every gate and door in the complex has an emergency lock down function, where heavy steel bars are put into place to fortify them from opening, or breaking. The commander is the only one who can give this order. The outer walls are also littered with gun emplacements, where heavy caliber turrets can be manned to defend from large creatures, or fire flak rounds into the sky to ward of avian predators. Occasionally smaller predators will find their way in, but that is just a part of life in the new world.

Events

A vicious pack of wolf-like creatures called Darklings have been spotted in great numbers around Refuge. This is cause for concern for the town, not only are the trade routes near impossible to travel, the beasts have grown brave in their numbers. Coming close to the wall in their hunger, only to be shot down or blown a part. A Guardian by the name of Davi has commissioned Eli to assemble a team to destroy the den mother, and eliminate the den itself. The reward is 18,000 credits to be divided evenly and spent at the Saviors armory, a place where only the rewarded may shop, and the soldiers are issued their standard gear.

Backstory

January 1st, 2074:: Operation Renewal

It was the perfect project to kick off the new year, what was supposed to be the perfect year for humanity. Operation Renewal got the green light from "The Council", or the three world powers that had over taken the old system. The United Nations of America, The Sovereign Russian Federation , and The Regime of Asia. A collaborative project that would bring Earth back into its prime, the first focus of the operation was to focus primarily on restoring beneficial flora, past and present. A chemical compound was developed that could be released into a body of water and would self sufficiently spread across the globe. A dangerous idea, but two years previous of preliminary test results showed a 99% effectiveness in a closed habitat for the desire results. Over Three-hundred pods were released on each continent, and the chemical compound lovely nicknamed Greenwater by those who created it, spread quickly. It attached itself to water molecules, and traveled with them as they evaporated into the atmosphere. When a new unaffected molecule came into contact Greenwater would divide and spread itself to each unaffected water molecule it came across. Results across the board showed a success rate of 99%, with a margin of error of less than 1%.

November 14th, 2075:: Operation Renewal

With over a year of success, The Council pushed forward the dates for stabilized ecosystem manipulation. Which was the largest part of Operation Renewal. Compiled information in regards to the theory of such manipulation would require extreme resources of man power and supplies. Which in turn was beneficiary to the populace of much of the world, as it created thousands of jobs worldwide as the demand increased. The economy soared to new levels, and so did Operation Renewal. The first step for SEM, or the stabilized ecosystem manipulation project, would be to restore the populations of positive animal influences, and weed out the less desired. But how could they manage to affect every animal species, how could they make sure to get each and every animal. The solution was simple, everything needed water.

A new compound was not to be. Each test resulted in the Greenwater compound overriding anything they tried to pair with it. When an animal drank Greenwater, and then ate from a plant, the compound would travel through the saliva and into the plant, helping it regrow substantially faster. The science community was afraid of making a fauna control compound with a higher priority than Greenwater, as it could undo all of their hard work and potentially destroy the ecosystem. But a modification, another line of genetic code was the most promising answer. Greenwater became Graywater, a compound that both gives and removes. It was designed to boost the flora growth rate, while increasing the fertility of fauna with certain positive attributes, and becoming a virus for the undesired fauna. Results across the board showed a success rate of 99%, with a margin of error of less than 1%.

July 9th, 2098:: Operation Renewal

It took 24 years for Operation Renewal to see its end. Graywater had become a booming success. Much of the world had exploding ecosystems. There were no longer any deserts, or arctic wastelands. Antarctica had grown into a tropical paradise, trees regrew to their full maturity in a fraction of the time it usually took. Evergreens for instance, took a matter of months to regrow to their full height. There were only two problems with this. The populace now had to try a little harder to keep their gardens free of weeds, and the increasing temperature, and rising water levels. That's where the weather towers came into play. Hundreds of these towers spread across the globe all powered up on July 9th, 2098. The solution seemed as if it had been achieved, the global temperature remained at a pleasant warmth. The towers turned the excess water into towering fluffy clouds, controlling the water level. Results showed success of 99% across the boards, with a 1% margin of error.

January 1st, 3000:: Millennium celebration

The world was looking to become a paradise. Everything was under mankind's control. Weather, Ecosystem, Energy. Without the need to burrow into the ground, specialized jobs were created for the synthetic manufacturing of many nonrenewable resources. Though with the coming of advanced solar and lunar technology the demand for such things and oil were low.

August 22nd, 3000:: Outbreak

Perhaps arrogant in their success, nobody had seen the Outbreak coming. When a molecule of Graywater failed to divide properly, it instead created two corrupt cells. This error in the genetic make up of Graywater had given itself a high prioritization than that of the original. By the time it was noticed, it was too late to stop. The corrupted chemical compound turned the water black, as if to signify the death it was to deal. The new code remained attached to water, and kept its original intent but there was now a mutation. When examined under a microscope it was described as a shadow. Examination of infected red blood cells showed the same shadow. Media coverage of incidents caused by this new, Blackwater, spread panic across the globe. The once beautiful paradise of the world was quickly changing into something more hostile, and humanity was ill equipped to deal with it.

Venus Flytraps now grew to a size large enough to capture a person, equipped with enzymes strong enough to break them down should a hermetic seal happen. Reports surfaced in Europe of a jungle cat, originally removed in the fauna manipulation, attacking a neighborhood. Rumors circulated of the jungle cat subduing its prey with the utilization of something akin to a scorpion tail. Worse than that, when a human is exposed to Blackwater, they catch a sickness. The sickness, dubbed "The Shadow" by local populations, causes a fatality in about a weeks time. After death, Blackwater takes control, keeping the body alive much the same way it nourished the fauna and flora. The original host becomes a carrier for the virus, contraction from a host results in a fatality within minutes, unlike the water variant.

Operation Refuge; 3025-3030

The construction of Refuge began twenty-five years after the Outbreak, by a large group of people tired of running, feeling afraid. They wanted somewhere permanent, a home. The plan was to have a large safe haven from the zombie menace that was unfolding, but later adapted to the instability of the environment, and the rapidly mutating animals. It's complete fortification was finished on 3005, or enough for it to be one of the strongest operating safe havens for sustain a population with a high chance of success. Construction and Fortification never really stops, especially the team tasked with removing encroaching flora growth. But it is a place travelers can call home, and feel safe behind the massive walls.

Setting

This roleplay takes place September 24th, 3030. Refuge was started on year 3025, and completed five years later. I understand that not everything I have stated is scientifically accurate, I also do not care. To give you a basic rundown of the world at its current. Everything is overrun with vegetation, most of it has a tropical feel as the header would suggest. All of the water of the world is contaminated and is a murky black, thus the name Blackwater. The virus turns you into a zombie, do not be fooled by clever wording. Animals suffer their own mutations and genetic abnormalities. Plants simply grow quicker, faster, and some of them, meaner. The water level has risen, leaving much of the east flooded and some of the west coast as well. Once the OOC is up I will have players vote on where they would like to start. I will be accepting characters in both this thread and the OOC.

I am highly open to ideas, so never be afraid to talk to me about something. We can always work something out. Obviously standard advanced rules apply, if you don't know them feel free to ask.

What I'm looking for: Genuine players who actually are willing to put time and effort into the roleplay. I'd rather it not just be "another thing to do" in your off-time. I have a passion for writing, and I like to do that through roleplay. If you can't keep up then please, don't waste our time.

**NOTE:: Post Time:: I usually give a week for everybody to post, as I feel that is a genuinely fair amount of time for those who have posted to wait, and those who have not to get a chance to. If there is a complication or a reason for delay let me know, am I pretty forgiving. Life gets in the way sometimes, I understand.

**Another NOTE:: Knowledge of actual guns, and things:: Don't need it, I promote making shit up. You want a folding slug-launching sniper-shotgun? Sounds awesome to me. I will just make a bigger monster to eat you.

**MUCH NOTE. VERY KNOWLEDGE:: Vehicles and boats exist, planes too.

Technology and Etc.

Ballistics: Guns! Pew Pew Mothe Fucka! If it fires a bullet, slug, shell, disc, saw, pellet, explosive, you can probably have it.

Lasers: Incredibly rare and hard to maintain, even harder to find batteries / cells for. Should your laser run off of lunar / solar energy it's firing power will be slow and shitty at best.

Plasma: No. Though one time I did have a player use a bio-waste sprayer (he even had grenades) which pretty much sprays deadly chemical waste (which will be almost as common as regular ammo) though the effects are unpredictable. Normal Zeds will have an acid-like reaction to it, eventually killing them. Millennium subjects .. well .. I wouldn't.

Blades: Yes! Melee is your friend! It can attach to your gun, it can harpoon out from a shoulder mount, it can extend and fold. It could be a hammer, a sickle, a scythe, hell even a spoon. If you can smash and bash and slash with it, you can probably have it.

Metals: Shiiiinnnyy. The walls of your home base will be shiny, solid, and strong, not scrapped. The buildings inside will look shiny, and awesome, and strong, not scrapped. This marks you a high value target. Everything else is scrap, guns, dirty ammo, clothes. High quality items are rare and super expensive.

Materials: Collect stuff, and I will tell you how to use it through a PM, and what it can do for you to have an advantage. Pelts, knick-knacks, shiny stuff. You're inner spirit animal is the crow, collect it.

Trade and Barter: Kind of self-explanatory.. if you can't afford it, give them something they want.

Currency: Nope, not bottle caps. Not bullets either. Money is gone. What do we use a general form of currency besides everything of value? Canned Food. It's everywhere, it's tasty, it's good alright for you, and people need to eat.

Food: Hunt it, cook it, eat it (as long as it doesn't smell funny). Canned food can be found all over, Slush is made by the local populace.

Slush: The tropical environment makes it humid, condensing oxygen into liquid and mixing it with the fruit (from fruit and vegetable farms) makes it into a smoothie like drink. Shut-up fuck science, the idea is cool. With oxygen in a close environment the chemical blackwater doesn't get a chance to attach to it. Polluting it with fruit keeps the blackwater away from it. Fuck yea science ( or something )
