Biography: Phoenix was born into a happy, nuclear family somewhere in North America - where exactly is beyond his memory. He believes that his life up to age 5 was good, but thats where things went so far south he was in Canada. 

The war kicked off when he was only 2, and his father went off to fight. At age 4, his brother went as well. And, at age 5 - the year 2021 - he and his mother were transferred elsewhere. However, the move failed, his mother was killed, and Phoenix was captured. The reason China would kidnap a 5 year old boy was completely beyond him, but they did.

Days after the capture was when the experiments started. He was injected with various drugs, subject to torture, starved, isolated without light or sound, forced to fight others who had been kidnapped; all in an attempt to create a Level 10; or as close to a Level 10 as they could. The experiments took a toll on his mind and body - causing him to become close to emotionless, and limiting physical growth.

It happened several months after his capture. Out of all the powers that had been developed, all the numbers that were assigned, Phoenix was one of the strongest. He could manipulate and control charged particles, and was quickly dispatched to the front lines to fight with his fellows. Thousands of soldiers were killed in his time on the battlefield, where he learnt how to fight - both with his fists and with a gun. 

When and where he was captured is unknown, but the details are there. Towards the end of the war Japanese soldiers brought the boy back with them, and he was placed in an orphanage. 

Rumours constantly circulate about Koneko, from the people he makes contact with to what he does in his spare time. A lot of people seem to think he's connected with some of the... Let's just say shadier groups and organisation, but the legibility of that claim is unconfirmed.

Personality: When you think of mentally broken, one wouldn't think of someone like Koneko. His energetic, charismatic and easily excitable demeanour paint the simple picture of a relatively hyperactive, childish character. However, he is far from that alone.

Any feelings of sadness, despair - really anything negative - have been, for the longest time, purged from his mind. He is always happy, save the few moments where he becomes annoyed, and has a generally bubbly aura surrounding him. 

His tongue is silver, and integrated into his happy atmosphere is a mischievous streak. With his looks and an ability to fake emotions, Koneko has been known to trick people into going on dates, where they more often than not buy him things. Even in stores he is known to cheat owners into giving him discounts, which has earned him a bit of a reputation. 

Following the bubbly exterior that he upholds, Koneko is a very friendly fellow. Though, he is very protective of those he calls "friend". Those that threaten the few people he chooses can be guaranteed pain, more often than not. The times like these are where his past self from the war leak in; sadistic, ruthless, unafraid to kill. People that get on his bad side are sure to experience a slow and agonising death.

Talents
Skills: Koneko is quite seductive when he wants to be; a talent he developed due to his appearance. This has led him to develop a bit of a silver tongue, and he often times cheats people out of money, or gets discounts in stores. He has also been known to be a good cook, sometimes helping out in restaurants for extra money.

Along with this, there are several skills he learnt during the war that have stuck around. Koneko is an excellent shot, favouring handguns and snipers over anything else. He is rather proficient in hand-to-hand combat, though his small frame and weak body generally stop him from fighting in that way. As well, he is able to speak American, Chinese and Japanese, can disarm a bomb with ease, and is no stranger to the battlefield - any fear of death having long since left him.

In the years of living in Pyramid City, he's learned new skills due to his job. How to dispose of a body, how to disable a buildings cameras, etc. But also how to dig up the darkest secrets in a persons past, and how to exploit them. Koko also, due to the copious amounts of free time the job affords him, taught himself to play both the guitar and flute, and spent a while challenging the cities best chess and Othello players.

Ability:Level 7 "Matter Charge"

Technically an unrecognised, and extremely rare, ability, Matter Charge is the unofficial name given by Koneko himself. In its simplest form, it is manipulating charged particles - electrons, protons, positrons, ions, etc; if it has an electrical charge, he can manipulate it.

Even at Level 7, it is surprisingly strong, but still undeveloped. At current, he can manipulate the charged particles themselves, and move them at will. This can be utilised in a number of ways, including causing beta decay in an atom, creating an unstable and highly destructive beam of energy, and creating electromagnetic fields.

Along with this, he is also able to slightly manipulate electricity and fire, as well as disintegrate objects through touch. With proper use, it can be used to separate electrons and protons from atoms, or add them, allowing him to create ions that he can manipulate at will. 

Technique - "Terminal Charge": Probably the most powerful attack in Koneko's arsenal related to his ability. By messing with electrons and colliding them he can create an extremely high speed, and high density, beam of highly unstable destructive energy, taking on a dark violet colour. It is very inaccurate, and takes time to charge. Plus, since his power only extends to his arms and hands, he fires out out like a finger gun for increased accuracy and cool factor. 

Technique - "Negation Implement": By using <<Terminal Charge>> in varying ways, electric fields can be severed between charged particles and atoms, causing the molecular structure that they create to fall apart. 

Technique - "Terminal Detonation": Using <<Terminal Charge>>, Koneko can create small orbs of the destructive energy. Her can then, at the click of a finger, cause them to collapse in on themselves and detonate - causing large amounts of damage within a radius around it. The range of the attack is only a short ways, so it is highly likely the user will be caught in the explosion.

Due to the undeveloped nature of the ability, his power only currently extends to his arms (from fingers to shoulders) - so anywhere else is out of his range. The fire and electricity he can create is rather unstable, not to mention weak, but still powerful if used correctly (cauterising wounds, shorting circuits, etc). Since a portion of his powers are unstable and undeveloped, the risk of self injury is high, meaning he has to restrain himself lest he obliterate both his arms.
