I am, at my core, a personification and manifestation of those things whose blood and hearts run red with the ferocity of the animal world. It is this which convicts and controls my works, my writing, my being; the force and guidance in which I gain wisdom from. It is what inspires me as a creator and weaver of words, the very thing I admire as an author.

My leanings, savage as they are, are of the feline sort as there exists no greater lineage of beasts whom can be drawn from. No others captivate and motivate my talent and skill as the greatest of cats do.

Instantaneously becoming soaked, the tawny, striped predatory behemoth went from looking most resplendent to as damp, battered and worn as the rest of the city; as though the grey environment and downpour influenced it. The change was not so much an actual one, but rather an illusion created by their perceptions having been so radically changed. The wet, miserable environment only devolved further with the ruins that seemed to encroach upon it from every angle. No other interruption, short of the rainbow mist appeared to stand out; not the red of Jane's coat, the flashiness of Junko's clothes, and certainly not the grimness of the tiny reaper.

"I am already not fond of this place..." The Harbinger's snarling voice rose slightly as an unexpected army of lifeless figures soon shuddered to life.

"... and certainly not fond of those." It added as Jane snapped up his weapon in the direction of the seeming danger, somehow made animate by the mist.

I think the confusion stems from the tier list being too general, and poorly worded. I took advantage of that, mostly.

I have few other ways to interpret that phrase when no less presented with a character who has many powerful abilities that host a multitude of options within the context of a setting that does have a strong leaning toward player versus player activity. You are free to be offended as you like, but I have an objective here of screening characters to the best of my ability; we had to collectively increase the standard because people were using the looseness of the rules to the fullest extent rather than their intent. The reason we are even here, approving characters at all, is to show the public what our general meaning was behind those words; to enforce what we wrote.

If you have criticisms of the system as is, then I suggest you offer resolutions as well, because otherwise the only way to really perceive them is as complaint given the word choice you opted for. There's no other context I, or the rest of us Staff, are privy to beyond that.

I digress, if you have had to adjust your character down that significantly, the character's concept might be too powerful at this beginning stage. Our suggestion previously in such circumstances was to make the character as you intended and remove core abilities that you could add later on through progression and development. Again, several strong Tier (3) abilities have the power to make a character as a whole a Tier (4), especially in conjunction with (1)s and (2)s. We are attempting to rate them as a whole, using those individual abilities or powers as points of reference.

Until then, your character is still under review.

These updates have my approval after what we personally discussed. This said, you still need another Staff member to review it. My individual concerns were answered.

Then I strongly suggest you cease that mentality of "taking advantage" of the system. We have had other players attempt this and our current approach to that is not allowing it to pass, because it goes against the intent. People are free to have cantrips at Tier (2), lesser spells at (3) and much more bombastic or versatile magic at (4) and onward and upward. As you imagine, even some spells in related categories - other technologies among others - are far more powerful than others despite fitting into those generalizations. It requires the person submitting the character to accept the intent behind the writing.

Again, overall I find this character too diverse and powerful. That said, I will see what the other Staff think.

Given the amount of (3) abilities and items you still have, I strongly suggest you reduce some of them to Tier (2) levels unless they are your character's area of specialization. For example, your character might reasonably have two, maybe three Tier (3)s, then a handful of (2)s, then a few (1)s.

Once a topic is locked, due to two approvals by Staff, editing is prohibited. Anyone found doing so will instantly be barred from the game. If you wish to edit it at a later date, you must request from Staff that they unlock it. When they do, it will be reviewed again by at least one member before being relocked.

If you have a multitude of Tier (2) abilities, you are likely no longer just a "lowly" Tier (2). Some abilities synergize well or even intentionally while others are strength in numbers or philosophy of jack-of-all trades. Compounding and totality are factored into a character as a whole, with the tier examples be general guidelines; the majority of powerful spells you noting at Tier (4) being those most often seen in the hands of seasoned or specialized characters - they are more mid level, rather than lower.
The primalist had nothing to offer or add, let alone say to these people or their patrons. If anything she still resented the fact they had been here at all, rather than meeting the objectives of their task at hand; the entire time the cat was busy, off by herself in the slums ahead of the rest of their band. It was almost as though some were pleased to be loafing around, dragging a bunch of senseless goons in their wake to some new pit in this city rather than having just been done with it and pressed on with their tasks.

Arthera had more than enough of this, so much so that her presence was anything but welcoming or talkative. It was not even a scowl that displayed itself on her face, more just vehement distrust and disdain. As far as she found herself concerned, this was just another example of their thoughtlessness in a time of great importance. This entire tavern was nothing short of crawling with every seeming ne'er-do-well imaginable, many of whom she might have mistaken for the very men they were now dragging in here. It helped none at all that another tiefling introduced itself.

Thus far her experience with them was... not particularly endearing. Then again, she found herself only in vague tolerance of anyone else, obviously less or more as it went with each individual.

So it was no surprise she said nothing and only instead kept her hands behind her back and her looming, robed figure mostly still. About all that moved of her were her eyes, of which remained most watchful. She, rather they as a whole, could not afford another skirmish with just about anything at this point and now they waltzed right into what seemed to be a den rife with danger.

This character I need decline.

There are too many Tier (4) abilities with some reaching up into near or outright Tier (5). As a whole, you need to trade versatility or specializations and as a general combination of power, reduce all of these abilities down by two or more ranks. A Tier (4) character can easily be made up of an array of Tier (2) abilities and maybe a few (3)s. As is and as written, the character has everything from a companion to the ability to summon tornados, ludicrously hot fire based abilities over massive areas, and a near instantaneous killing effect from a black arrow to name a few. Each ability is strong by itself.

Acutely Arcane and Siren Song are astoundingly powerful abilities, primarily because an unlimited access to magic of any kind and being more powerful than anyone else of comparison are huge. I have yet to see anything written for magic that is nearly as powerful. However, do note while I approve this, I will add the stipulation that because this particular character is frail, assume they are a "glass cannon". Any injury or damage they are going to sustain is going to be crippling because of Hollow Bones, which is the only saving grace I can give this.
