So objects can be created together with energy/states already applied to them? So for example, you could create a computer chip as well as provide it with electricity?

Could Silver Eyes be used for 'brute force' attacks, creating laser beams and blasts of fire? Effectively simply bringing a destructive force into existence.

Could the Silver Eyes be used to 'create' things such as space and time? So could you use Silver Eyes to create a pocket dimension, expand the space between two points, or create a corridor of contracted space? Could you create a time distortion similar to that created by a black hole to alter the flow of time in an area relative to the rest of the universe? Think 'hyperbolic time chamber' or 'narnia'.

Anything stored by Void is 'locked' in time. It doesn't age or act. So if she stored a candle, it wouldn't burn down even if she waited for a hundred years. In addition, momentum and state are maintained. So something that's burning when she stores it will still be on fire when she summons it again.

Combining these two factors, it's possible for her to store a natural phenomenon such as a 'fire whirl', and it will maintain both it's momentum and heat. Of course she only needs to 'store' the 'bottom' part, as the phenomenon will automatically expand upwards if provided with sufficient fuel.

As to where she got this thing.... well, they do occur naturally on occasion. And it would be possible for her to simulate the necessary phenomena to cause a fire tornado to appear, although this would take a while. So this particular fire tornado may be a naturally occurring fire tornado she caught, or one she built herself and then stored.

So a lead bullet and a pillow would cost the same amount of energy to create? Considering the lead bullet has far more mass, but the pillow has far more volume.
Sorry if my latest post seems a bit over-the-top, but Guilt did have 2 weeks just to prepare this. Give someone with her powerset that much time, and she can cook up some pretty damn nasty stuff.

So that's how he wanted to play this? Oh well. Guilt didn't need much of a reason to leave behind bodies, although she would have preferred to keep this one alive for questioning. Maybe she'd get some useful information out of him before he croaked.

With a flash of purple light she vanished, reappearing at the other end of the street. Her power did not require any movement on her part, and she moved at the speed of thought. All of the grenades were now within her field of vision, and another thought caused them all to vanish. It seemed her opponent possessed Telekinesis, a formidable ability indeed. Powerful users could form barriers of sheer force and rip opponents to shreds with their minds. Taking him down wouldn't be easy, especially if he had some way of escaping quickly. As such, she would need to pull out all the stops.

A few days prior, she had prepared a formidable weapon indeed. Gesturing with her hands, she sent purple lightning arcing through the air, up into the clouds above. The sky seemed to darken as Guilt focused her powers completely. A strange wave of force moved through the area, before concentrating on a point between Guilt and the stranger. Purple energy converged here, as Guilt pulled something quite large forth from within Void. A roaring could be heard, but not the roaring of any beast. Like the voice of the planet itself, filled with a rage no human could comprehend. Baleful red light filled the area, as blasts of flame began to shoot forth from the vortex. And indeed a vortex was forming, as the winds around the convergence spun ever faster, whipping up and feeding the flames. Eventually a full-fledged tornado formed, a cyclone that reached up into the heavens. Flames roared across the tornado's surface, and it stood like a pillar of fire, the finger of some vengeful deity reaching down from Heaven. Waves of heat emanated from this monstrous thing even as it began to drag in all around it, from cars to parts of buildings. Within it's superheated interior it had reached a temperature of over 800 degrees Celcius, as the fires were constantly whipped into a frenzy by the breakneck winds. Even iron and steel drawn into the monstrous firestorm would be molten down, before being ejected at random into the surroundings. Flaming cars rained from the sky, smashing into the roofs of nearby buildings even as they were torn apart brick by brick by the monstrous fire tornado. This was Guilt fighting at full force, the weapon she had prepared to defeat even the most powerful of opponents.

This was a Fire Whirl, a vortex of flaming death that occurred only incredibly rarely in nature. But once created at a sufficiently large scale it was an extremely destructive self-sustaining natural force, capable of annihilating anything and everything that stood in it's way. Of course, collateral damage would be through the roof. One of the few cases where such a disastrous force had struck a city had been in Kanto, Japan, where it killed 38.000 people in the space of 15 minutes. So deadly was this force. However, by moving around hot and cold air, Guilt was able to control this thing, to leash the beast. With utmost concentration Guilt prevented it from moving, maintaining the careful equilibrium that held it in place. It would be impossible to shield the surrounding buildings, it took great effort just to shield herself, so she hoped that any civilians in the area had already evacuated. There was no time to slow down now. Even if her opponent chose to surrender, nothing could be heard over the awful roaring of the monster she had summoned.

A gesture brought the titan into motion. Like a raging wall of flame it moved forward, slowly at first, but then picking up pace. A storm like this could outrun a car if necessary, there would be no escape. The rapidly accelerating beast would leave nothing but ash in it's wake, a path of destruction that consumed the entire street. Fanned on by their movement, fuelled by the materials being constantly dragged into the tornado, it towered up to almost 100m tall. Roaring and howling, the monster advanced.

Let's see him shrug this off.

What would cause one Silver Eyes use to be more 'costly' than another. Is it mass? Volume? Complexity? Are certain materials simply more 'costly' than others? How exactly would one measure how difficult it is to create one thing, compared to another?

Edit:
Extra question: are the Silver Eyes limited to matter, or can they also create energy? Like, could you use your silver eyes to create an electromagnetic field? Or a gravity well?

'It's happening. Whatever it is, it's happening.'

Those words woke Guilt up from her light sleep. Had it happened so soon? It had only been 18 days since her meeting with the High Island, so she should have 3 days left. Had the High Island's prediction been wrong? Was Traveller wrong? Or was this only the beginning of an even larger event? All of these thoughts raced through Guilt's head as she shot out of bed and rapidly moved across the globe. She was able to move from continent to continent in less than 5 minutes, and yet that still seemed like far too long. When she did return to Epic City what would she find? Would everything be on fire? Would an army of monstrous Freaks be invading? Would the High be crushing innocents? With how vague the Island had been, nothing was impossible. And thus there was no limit to the amount of ridiculous scenarios that her subconscious was able to conjure up.

Arriving, Guilt realized to her relief that things were not on fire, at least. And there didn't seem to be an army at the gate. All good things, of course, but Traveller would not have called without reason. So Guilt moved across the city's rooftops in her usual pattern, checking high and low for signs of danger. It didn't take long before she found it.

In this case, 'it', was an angry fellow covered in a dust cloud. An Epic or Freak, clearly. Hard to distinguish features with the cloud of debris around him. However it was clear from the power he displayed, as well as probing with Void, that this was a powered individual. That cloud wasn't the result of some advanced technology. Going on a rampage through the city like this, it seemed this villain cared little for the lives of innocents. Nor did he seem worried about retribution from the High. An attitude rare in Epic City, where anyone the High considered a nuisance was swatted like a bug.

So was this the 'it' that Traveller had called about? Certainly this couldn't be all. He certainly looked dangerous, but a single powered individual going on a rampage... even if they had been too powerful for Guilt to handle, the High would have no trouble with something as small as this. Nothing about this situation seemed like something the Island would be worried about. That meant that either Traveller was referring to something else.... or there was something here she was missing. Was it possible that this powered individual was far stronger than they seemed to be? Regardless such a rampage couldn't be tolerated, and if the High weren't going to stop it then the responsibility to do so would fall on her. Whatever she was missing, she'd have to face it in a moment anyway.

But before Guilt could make her move, a new person entered the scene. Guilt had never confronted Finch, but she did recognize him. Wasn't that the minor criminal who'd performed that abduction not long ago? He'd gotten completely ignored because of that incident with the hammer-man, but still. What was scum like that doing here?

Wait. Did the criminal and this new threat know each other? Clearly there was a connection there. An offer was being made. Hpmh. This kind of skulduggery would not be allowed in her presence.

"The only 'New World' either of you are likely to see... is the afterlife." With a flash of purple light and a sound like the crack of thunder, Guilt appeared in between Finch and the strange new menace. She kept an eye on the strange new menace, but several motion sensors had been placed near Finch as well. He might only be a low-level criminal, but even a weak attack could kill her if she wasn't watching it. "Of course, if you cooperate, you may be allowed to explore the confines of a prison cell first." This was unusually cheesy for her. Maybe it was Maya's influence, with her childish ideas of being a 'superhero'. Oh well. Even Guilt was willing to indulge such schlock once in a while. And it didn't make her statements any less true. If this person gave her the information she desired, then she would be happy to leave them their lives. Leave the Island to come up with some way to contain this guy.

"Of course, we could also do this the 'hard way' if you want." Now that she had shown the 'carrot', it was important to show the 'stick'. No criminal was going to surrender if they didn't fear her. As such, Guilt had grenades appear in a large circle around both Finch and the new threat. Luckily the pins were still firmly in place, but it would be easy for Guilt to change that. "Surrender immediately, or be executed."

Endian's initial statement of creating 'peace', even through Machina domination, resonated with many people. Bonesword's statement of respect was even better.

Besides, if someone joined her without believing in her cause they're a moron. It's not really a drawback that she'll crush allies who don't follow her cause, considering her cause is the only reason people are willing to follow her.

It was pretty obvious at the Dungeon that many people agreed with Helena's ideas. Getting people to agree with your ideas is what a good spokesperson does. She even got Henry to switch sides.
