Not to mention I don't usually have good opinion or experience with non-conventional races in the first place. Fallout's races have the benefit of them being very well defined since the game came out and introduced the current core ones since the 90's (humans, ghouls, and super-mutants). Anything new that gets added tend to be more monsters than anything with a social structure akin to humans (Deathclaws*, Yao-quai, Tunnelers).*There were Inteligent Deathclaws that have appeared in FO2, but they were presented as a super-minority of sort and I don't imagine would have branched out of the Vault the Enclave assigned them to guard or got assimilated well into existing communities. In all likelihood they would have been mixed in with the glorified retirement communities of The Master's army outside the reach of NCR.


I'd love to write more however knowledge of the enclave after the oil rig and at raven rock not much is known so I'm unsure what to write as for the police in the Hub NCR is very corrupt and with the secret backings of the enclave I'm sure the people could take them on as for support there were at least 6 old enclave in New Vegas what's to say there aren't more in NCR core territories some may have had families and kept the ideal alive if only in secret.

Make it up as long as it makes sense. Or go with something other than Enclave, since it should be all but wiped out in the west anyway.

Wut.

The Hub police at this point is not nearly as corrupt. And even if it were as corrupt as it used to be back in the early days, it wouldn't matter. Corrupt or not, Enclave sympathizers would not be tolerated. A corrupt Hub cop is just as likely to take your head off for aiding the Enclave.

The Enclave doesn't even have a backing. They looked out entirely for their own, slaughtering everyone else and treating them like subhuman trash. Needless to say, no-one thought they were good guys, not even the most patriotic people. It's not like the common wastelander would have any real understanding of Old America, anyway, so there wouldn't be many people trying to "bring the old America back".

Literally everyone hated them and with good reason. The Enclave threatened them with genocide and went to war with everyone from the NCR, to the Brotherhood of Steel. Anyone claiming to support them would either be considered crazy, or be subject to serious punishment. Or both.

As for being able to take them on.. uh.. no. No, they wouldn't. The Hub is not the tiny settlement it used to be. It's a rich settlement of hundreds tens of thousands with its own professional police force. And corruption has decreased since its annexation by the NCR. This is without bringing into account the whole of the NCR, and it's huge military. This isn't just me saying it. This is what is written down in canon. Shady Sands is described as a city of hundreds tens of thousands -- The Hub is described as bigger than Shady Sands and Junktown put together.

The NCR and Brotherhood of Steel, among others, hunted down Enclave members to the point where they had to go into hiding. Those that survived the wars live new lives, with their old life being a very closely-guarded secret. Revealing their true identities would guarantee their execution.

Given former members would be in hiding and would probably refuse to tell anyone of their past for fear of being reported to the authorities, it is almost unthinkable for a sizable group of former Enclave soldiers to come out of the woodwork and form an alliance. It'd be hard just finding each other. And even if they somehow did come across each other, they'd have to reveal their pasts to each other, which makes it even less likely to happen.

Now, this series of unlikelihood needs to happen several dozen times, maybe hundreds of times, for any sizable group to be formed. That makes the chances almost impossible. On top of that, these people would have to form their group in absolute secret, and if at any point they are even suspected to be Enclave, their whole world comes crashing down when the NCR comes to hunt them all down.

Not to mention these people would be lacking the resources to really get anything going.

Name: The Solaris Republic
Location: All of Florida, parts of Georgia all the way up to Atlanta,, and small portions of Alabama and South Carolina.

History: The Solaris Republic made its start in the St. Petersberg region of Florida in 2136. It was founded, much like the Pitt Raiders, by a stranded Brotherhood of Steel member who was left behind by his brothers and sisters. His name was Xander Palomo. He was caught in an explosion just outside of Miami and was thought to be dead after he and about a hundred others were trapped inside a collapsing building. He escaped the wreckage only to find that all if his friends had either left him behind or died by his side.

Instead of becoming depressed, Xander went on and founded a city with the help of a local religious cult called the Heirs of Solaris. Together, they built an impressive city. The missionaries of the Heirs went out and converted people for them, and this in turn caused the converts to flock to Solaris. The population grew rapidly, and soon a militia was formed. The militia was put to use by Xander to take other lands and integrate them into Solarian society.

After several successful annexations, Xander realized that the city was turning into a republic, so he quickly called the central Heirs to a meeting. Together, the signed into effect the ifficial Solarian Constitution and declared themselves a sovereign nation. This news created buzz in the surrounding wasteland, and they all soon willingly joined the then-Oligarchy out of fear.

30 more years would pass and the Solarian Oligarchy would have a solid foothold in Florida all the way from the southern tip to the Georgia border, minus most of the panhandle. The Oligarchy then went stangnant an decided to work on its internal issues- including the war still being waged over Miami.

The Solarians fought hard to clear out the massive raider presence in Miami, and they did so with surprising efficiency. Due to Xander's patience and combat IQ, the republic was led to a well-fought but drawn out war with minimal casualties. This war officially ended in 2179, and marked the beginning of the rater long era of peace the soon-to-be republic would endure.

Xander lead the nation into his near-death stages. His knowledge that it was nearly his time, combined with the fact that he always held the belief that Republics and Democracies were morally sound governments, he challenged his partners, the Heirs, and changed many of the policies that the Republic had in play. The cost of this- as Ptolemy knew- led to the Heirs orchestrating an assassination on him. This attempt succeeded, and his death marked the nation's holiday of St. Ptolemy's Day. The Heirs of Solaris as a whole recognized Xander as a Saint in their religion, and immortalized him in their sacred rituals.

The republic would continue to grow internally, and it would eventually hit its peak in 2284. It was overpopulating in most areas, and it needed more land to occupy. The imperial mindset returned to the people and the current president, President Richard Fuller, signed the Second Wave Imperialism Act which enabled him to lead his military on the front lines into the uncharted frontier of Georgia. They fought their way through many tribes, and integrated others. He stopped his advance in the Atlanta ruins, where he ordered the military to begin the search for lost technology.

The military still slowly cintinued its advance outward until it reached slightly beyond the South Carolinian border, roughly on the same line of latitude as Atlanta, and into Alabama and the Floridian panhandle. They still fight to keep their borders safe, but the efforts proved to be not enough. People still managed to get in, and the "secured" territory was still being ransacked by opportunist slavers and raiders. In response to this, the Parliament located in Miami enacted the Semi-Feudalism Frontier Act which enabled the government to allot frontier land to its citizens for a low price in exchange for the citizens' private armies' assistance in taming the land. The bill proved highly effective close to the previous boundaries, but it rapidly became less effective the further north the plots were. People were less eager to buy land up there, and as such the assistance was not provided where it was needed most.

The fate of the nation rests in the future, and time will tell which path it takes.

Other:
Major Cities

Miami- the Governmental hub, where all government officials reside and do their work.

St. Petersburg- The religious hotspot originally dedicated to followers of the Heirs of Solaris religion, but eventually became open to all religions as one of the effects of President Prolemy's "Constitutional Refinements".

Solaris- The major trade center where nearly all businesses base themselves. It is a very rich city that acts as the major midway point on the route between Miami and St. Petersburg.

Military Divisions:

Troopers- Standard soldiers outfitted with the signature blaze-orange combat armor of the republic, and armed with a 9mm pistol and a variation of automatic weapons.

Private soldiers- Usually a bit more hostile, but they still fight for the republic- mostly. Sometimes the interests of their contractor may lead to suspicious behavior. Only found in the "Frontier States".

Blaze Runners (Founded in 2164)- All suits of power armor were pulled from the wrecked building that Xander's team died in, and they were refurbished and painted a deep red-orange to signify their alliance as well as their elite status. Always armed with the highest grade of weapons, there are only 113 at a time. A locator is located within the armor, and is used to locate the armor o falle soldiers. Only two sets have been lost to date, and one was recovered on the market by coincidence.

Courier - Your sheet is nice, but I'm having issues. And something called up to me. In particular: I and others feel your state is a bit big. As I was told, something that size would have been invoked in Fallout 3 at least, which was sprinkled with references to the NCR already. I'd shave the territory by half before I'm comfortable, NCR is the only real full-state nation I'm comfortable having, and even then I have them basically broken up.

And a more fitting place I feel for a sun-cult ran state would be somewhere out in old Legion territory. There is a reason Arizona is considered the Valley of the Sun. Plus with names like Ptolemy they'd fit better in the pseudo-Roman world of Caesar's Legion. Not to mention with Caesar having tried to revive the old roman cults, there'd be an established Sun Cult already.

Legion territory would likely be split into different states led by former legates that fought each other for control after Caesar died, so it's possible that your nation came to be that way. Maybe it was a nation started by former slaves that looked to guidance in a sun god. Or a Legion commander that had converted to the cult at some point and established a state with the religion at its head. There are a lot of possibilities, and it fits more with the former Legion territories. We could use someone not-NCR in the west, anyway.

Kansas may still be a bit far to work yet. New Mexico or Arizona would be better if you're going the ex-legion route. And it may seem like a short distance between someone who could run interference on you and yourself, but in reality it's maybe a good week's march if from the western border of New Mexico. So you're close enough to matter in the future, but far enough away it won't ever be relevant until after general introductions are finished. I'm in a situation where I get very extended "introductions".

Part of me also wishes House was still alive, or at least his securitrons. I've always wanted to see something like the Securitron Army vs. BoS & Commonwealth Androids in a large scale war. Ohh, the many Fallout-esque dreams and visions I hope come true if Fallout 4 is ever made.

Part of me wants to create a threatening force of super mutant slavers migrated far from Vault 87 to the midwest or midnorth or midsouth, wherever is available. Led by a behemoth with an intelligence of 10, with these storm trooper esque super muties that can never seem to hit anything....and yes that is a joke.

EDIT: Holy shit a revelation came to me, and now I want to create something very detrimental to the storyline. Be right back, and than I'll post my idea and see what everyone thinks of it.

Location: Scattered settlements within the ruins of Phoenix and surrounding townships(The Valley), as well as villages and moderately sized tribal encampments around the Sonoran Wasteland (Sonora Desert) and Two Sun, Red Rock and parts of Dead Ironwood Forest (Interstate 10)

History:
"Caesar is dead. You bow to me, now."

"No, Vexilliarius. You are dead, we bow to no one."

In the waning years of Caesar's Legion Successors versus the newly forged and independent Phoenix Legion, there was only one Legate who would learn the true price and worth of a human being. As the "successors" were driven back to the north, to Flagstaff presumably, the call to halt pursuing the enemy was a shock to the ground soldiers. The Phoenician Legate, Tarak Victorio, taught the lesson of retaining humanity, whilst also taking the time to understand your enemy and exploiting their weaknesses. They would hope that the successors' infighting would kill them off slowly and quietly away from their interests.

And so, within the confines of Sky Harbor Airport in the epicenter of the ruins of Phoenix, a trade and ally republic was formed. The legion aspects would remain, as a form of impressive military force, but things would change. True criminals such as murderers and thieves became slaves, women became royalty, and people worked toward providing education through their own form of writing. Phoenician Legions still manage to protect trade caravans and major routes just as before, however their depleted numbers can be considerably noted by up and coming raiders, Fiends fleeing in large numbers from the Mojave desert, and rumors of creatures with lizard eyes and human bodies that tunnel up from the earth.

The Phoenician Legion openly recruited, sometimes giving criminals the option of enlisting instead of enslavement. Their numbers are slowly increasing, but without the old methods some are wondering if the old ways of Caesar's Legion were better. The training is just the same, just as difficult without the brainwashing, yet some find it hard to adapt to a totally opposite way of thinking. Nonetheless, sparsely located settlements swiftly erected within the twisted and entrenched steel, stone and rubble of Phoenix. Zip lines and cut electrical wires allowed for cargo to be transported long distances with a lower risk of losing it, and soon an independent system of trade and a steady economy reached out to the formation of four villages west of the Valley, within the Sonoran Desert. However, with a border so close to the New California Republic, one can only wonder how relations and first contact will turn out when the two forces soon meet.

In the meantime, a rebellion in Two Sun drove Caesar's Legion north into a fortress and encampments in the ruins of Red Rock and the dead Ironwood Forest. With the artery severed at Interstate 10, Phoenician Legates met with the fleeing resistance and encountered the victorious rebels. Tensions were high as they first met, but when the legion donning purple had laid down their arms, the rebels knew they were dealing with something different. Territory was secured, and eventually brahmin drawn carriages and steadily secured roads kept most raiders at bay aside from the occasional independent warchief.

Sky Harbor Airport became the Republican Senate House for Head Councilor Victorio and the collective Purple Senate of Twelve Men and Twelve Women of varying ages from twenty to forty. The last war was against the successors, but some can only wonder whether war against the NCR is on the horizon...and whether returning to the old ways is purely an inevitability.

It's a fine app and I'd accept it, however given its location in the heart of former Legion territory I got to stop and wonder about the progressiveness of this legion compared to Caesar's.

In such a short time and given the lack of merger of thesis and antithesis Caesar himself talked about with the NCR at his end goal of Shady Sands I don't feel like such a liberalized vision of the legion could possibly spawn so deep in former Legion territory. That far in the majority of the population I feel would be deeply indoctrinated into Caesar's conservative ideology, even if they followed him more of a man than a leader. I would such a location would spawn someone similar, or even more militant. The Purple Legion feels like something that would come about on the outskirts of old Legion territory, presumably where the more recently conquered or annexed tribes would be.
