Can I play as an individual? I understand the immediate concerns, like not being able to do as much as a nation would, but I have a good idea for a character. I've been slacking, admittedly, and I think playing an individual is much easier so I thought maybe I could do that while I ease myself back into writing (I haven't seriously written anything in forever). If I'm allowed, can you draw up a sheet for me? I am interested in using this character to explore the nature of the Red Gods and Ghul society (with your approval on the former, since they are so vaguely defined).

@Flagg How advanced is pistol technology? I see there were some pistols in your post, but it's not too specific. There is a post I have in mind that may also feature some pistols, and I want to know what is acceptable.

It's not really minor though, he specifically had stuff to request in diplomatic channels with my nation. Sadly. That is why i am stuck.
