No, it's all just included. However if you want extra defences then you need to invest in it.

Cripes! I'm losing money hand over fist! This trade deal with Khan better pay off sooner rather than later! Speaking of which can I please get a list of Aventian resources I'm officially allowed to trade now that The Empire of Khan has granted me such privileges. Cheers!
