I mentioned in the character creation rules and expectations, but i'll go in a bit more depth. Generally speaking i'd like for you to use canon compliant fruits even those presented in filler material is allowed. Not to say that I won't allow you to make your own new Devil Fruits, but I'm very interested in seeing people use druits already in the story, especially the powerful ones and see how rookies deal with them, or just seeing how a different person will use that fruit. For example I feel like the Slippery Fruit by Alvida, the Bubble Fruit by Kalifa, the Weight Fruit by Miss Valentine, Rust Fruit by Shu, and the Berry Fruit by Very Good can be explored more and are interesting fruit that can be given justice.
In terms of what fruits are allowed just due to the nature of where the story is I won't allow any Logia fruits. Now if you do want to make a character who has this fruit right now I won't stop you, but know that they cannot have it at the moment which means you can plan to make them eat it at a later time, when I feel like it's appropriate in the story. This means that you're character has to be able to fight somehow. Outside of that it's free game for all Devil Fruits and types, i'm even allowing Ancient and Mythical Zoans, but must be discussed with me just in case they're too OP.
*NOTICE for ZOAN DEVIL FRUIT USERS*
There are Artificial Zoan fruits in the story. They're basically zoan devil fruits that are give the same effect, but can be weaker, weirder, or only change to just one part of your body. If you want your character to have this it's fine, feel free to talk to me more.
The other thing that's common for the One Piece world are "Devil Pills", which are basically Chopper's rumble pills, much sought after drugs in the Grand Line.
Just due to the game breaking nature of it's powers that I'm not allowing 100% is the Darkness Fruit by Blackbeard.
The other thing being that i'm sort of limiting Devil Fruits to humans only just because other races have racial and tribe powers/skills inherent to their species/culture. This can be discussed tho.

To everyone that is curious here is a bit on the Captain, this is especially important to those that want to be a part of the crew already
They are a fairly serious person, charismatic, and mellow. When they found you and requested you to join their crew they asked for you because they saw as being skilled and experienced, and someone he needed on his crew. They offered you money and a chance to help you fulfill a dream or a desire of your choosing so long as it wasn't anything vile. They also made it known that they have no desire to become a pirate king, but rather that it may just end up happening that way since their goal aligns with the requirements to be pirate king. They made it known that he there will be people that will die, but he doesn't entertain needless killing or violence for the fun of it, but they should be comfortable with the fact that he is looking for certain people that he will fight and may end up killing, but as crew they don't have to kill anyone for his sake (unless they choose to do in case soemthing happens)
Note that I'm keeping their gender vague just for character balance issues. They will be human, and they may or may not be a Devil Fruit user depending on what happens with the characters.

The island is located in North Blue and has an abundance of shops selling all sorts of weapons, tools, and jewelry.

Elliot is a tan-skinned male with a somewhat muscular build. He has a face scarred with burns and cuts, and a patch of facial hair beneath his lower lip. Elliot stands with an almost straight posture, only slightly hunched with lowered shoulders. He typically wears leather and cloth armor with brown boots and trousers, though he may only wear a cloth and fur jacket with or without a white undershirt. He always wears a painted demon mask made of iron
Personality
Innate Personality:
Elliot has a reserved passion for thrill and adventure, as well as a mild interest in his own craft. Though often serious, his quiet and reserved nature has made him accustomed to tolerate less focused company. His reserved nature was spawned from his innate shyness, as he has anxiety over socializing with others and lacks self-confidence when it comes to any relations with others. Though when he was little he didn't like the idea of combat, fighting has become part of the thrill he is drawn too. While he isn't the most passionate of warriors he is more then willing to use his strength when it is needed. He lacks much of a purpose other then the adventurer's thirst to explore, he instead finds value in helping others.
So long as he wears his mask, at least while he isn't using his zoan fruit, he feels confident enough to speak at least when needed to, and take action. Since the mask hides his face and expression, it is easy for him to feel secure. Thus he tries to give off the strong and silent type of persona. He has never been talkative, so he only speaks when spoken too or giving an occasional comment or question. Despite his lack of confidence, he does have a sense of pride as part of his masked persona. Elliot is just as much as satisfied when someone shows fear of him as he is when someone values his skills.

Though he survived the cave-in, his father died from the disaster; crushed under boulders and debris. After his grieving, he forced himself to explore the cave which was illuminated by crystals and reflective metals. While trying to find a way out, he discovered the Ryu Ryu no mi. Upon eating the fruit, his newfound power allowed him to escape the cavern.
There was nothing left for him in his hometown. Him and his father were poor before the incident and he couldn't thrive with what little talents he had for a novice blacksmith in a place ripe with competition. He used what little money he had to buy a small dingy and some provisions, sailed the ocean and found profit in pirating. He used his Zoan Fruit to terrorize vulnerable ships and other small time pirates to plunder whatever valuables he could. Eventually he gained the reputation of 'Elli the Salamander' in his area from his devil fruit's form, earned from his increasing count in thievery. Though violent, he did his best to avoid killing people and instead used fear to rob those of their wealth, at least to those that didn't fight him.

In close quarters he he can easily take full advantage of his body and firepower to punish his foe. Slow and large enemies are easier targets. He is far greater at defense then offense, as it is more fitting for his tank-like close range build. In a berserk state, he only has the advantage if the opponent cannot endure or outmaneuver his constant attacking, as he lacks the endurance to likely last too long in such a position.
Weaknesses:
Anyone that can outmaneuver him can most likely win a battle of endurance, as exhaustion is one of his greatest weaknesses. He is far less effective at mid and long range, especially if he is unable to close the distance. Someone that could goad him into an enrage state and survive that ordeal or take advantage of that madness can fully expect a victory. Otherwise, exploiting his defensive nature of conserving energy, such as overwhelming him into an opening, is a good strategy.
Experience:
Elliot's experience is limited to a few years of fighting weak pirates with few other devil fruit users,
and rookie marines. He knows the basics of how to use his ability thus far and certainly has a decent idea on strategy, but has yet to face anyone that can match his devil's fruit strength and durability simply because he has yet to fight anyone that could be considered strong. This has given him an illusion of pride as he as been accustomed to think he is unbeatable in combat.

Equipment:
He carries with him a giant great hammer forged of pure iron, hand crafted by his own ability. He only uses this weapon in his semi form however, as it is too heavy to use in his human form properly.

Combat Growth: For growth I expect new, mostly fire related, techniques to be learned as well as increasing his base strength to keep up with the story meta if necessary, but not too much to overpower him. I don't have a complete idea for future techniques yet, but Some of the future techniques I had are:
Sky Tyrant's gift(Salamander Point): Elliot sprouts a pair of wings composed of concentrated fire.
Fire Serpent(Salamander Point, Oriental Point, Semi and Full forms): Elliot creates a tendril composed of fire with the head of a dragon that's movements are like a serpent, which can swallow a target to encase it with burning flames, or increase the pressure of the fire to act as a solid, bludgeoning, attack.
Wyrm Storm(Salamander): Elliot creates several fire serpents from his back.
Meteor Burst(full and semi): Elliot shoots a ball of fire as an explosive projectile from his mouth, roughly as effective as a standard cannonball.
Burning Stampede(Semi form, Devil Tyrant Point): Both fists become engulfed in a torrent of fire that can be unleashed with explosive force upon impacting another object or surface.
Flame Vortex(Semi and Full): Elliot exhales a cone-shaped vortex of flames.
Earth Raze.(All forms): Elliot exhales a line of fire that expands forwards over a surface.
Fanned flames(Combo'd with Sky tyrant's gift and Earth Raze in Salamander Point): By breathing Earth Raze and then Using his wings to fan forward Elliot creates a massive kicked up cloud of fire of smoke, capable of flooding through multiple streets.

Most of these new techniques I feel should come from moments of great stress and desperation, as well as being placed in an appropriate time to avoid giving him any overpowering upgrades too early.

The Wyvern point is clad in green scales with a lighter underbelly. The hooked barb on the tail is more pronounced then other variants, and three small rows of spines run down its back. The two front legs are modified as large wings, giving it capability of true flight, while its feet are hooked and sharp like talons.
This form is lighter and possesses less strength as well as a weaker hide then the other devil pill variants, and it's fire potency is weak. However, it is not only capable of true flight, but its the fastest dragon form. Its strengths are in its weaponized tail and sharp feet in addition to its aerial maneuverability.

The Oriental Point possesses a long and massive snake-like body with only two four-clawed feet at the front of its body, and on short legs. Two horns face back from its head, two whisker-like appendages ripple from its nose while a fur-like beard rests under its lower maw. A mane of a similar fiber runs down its neck.
The scales are green and light, even less durable then the Wyvern Point; and while it isn't as fast, it does possess a moderate fire potency. Otherwise there isn't much use of this form combat wise aside from using its serpentine body like a snake.
The Oriental Point is also capable at temporary flight, despite lacking wings, and can even glide over long distance. It can also harbor a large amount of weight, and passengers about as many as a small crew, should that be needed.
Semi-Bipedal, 18 feet high, 26 feet long (Fully upright)
This utter monster of a form is clad head-to-toe in green plated scales which are greatly keeled, especially on the back. Its thorny-like body has an addition pair of horns facing the back of the skull, with its sides armored in more side-facing horns. The heavy tail is armored both with a spear-tip and side-length spines, and its wings give it an additional size to boast.
This form is the most armored of any other variant as its scales can outclass most steels and it lacks the typical underside weak points of the other forms. The great inhuman strength it possesses fits its monstrous appearance, and though slow, it is capable of temporary flight. It is a straight upgrade from the semi-form, however the power given from the devil pill is too great for one's mind, and Elliot is unable to control such power without going into a blind fit of utter fury. In this state he sees not friend nor foe, only prey to crush, burn, and devour.

The black razor spines along the back are connected by flames that mimic an organic sail, as well as having a similar fire beneath the chin like a dulap, frills on the lower sides of the jaw, and three strands of flames that resemble a beard. The forked tongue and crimson gums are illuminated by a thin veil of fire and its scales are plated with a fitting red hue, with a white underbelly. The tip of the tail has several sharp spines that with the fire make it appear as a paddle. Its claws are four-fingered, and curved sharp like a tiger.
While this form has great strength and durability, it's true power is its fire potency. The flames that emanate off of its body are only in part of its potential. Like the Devil Tyrant form however it is difficult to keep in control, and while Elliot can remain sane in this form initially unlike the Devil Tyrant form, anything that would anger him quickly turns into an out of control rage.
Sky Tyrant's gift(Salamander Point): Elliot sprouts a pair of wings composed of concentrated fire.
Fire Serpent(Salamander Point, Oriental Point, Semi and Full forms): Elliot creates a tendril composed of fire with the head of a dragon that's movements are like a serpent, which can swallow a target to encase it with burning flames, or increase the pressure of the fire to act as a solid, bludgeoning, attack.
Wyrm Storm(Salamander): Elliot creates several fire serpents from his back.
Meteor Burst(full and semi): Elliot shoots a ball of fire as an explosive projectile from his mouth, roughly as effective as a standard cannonball.
Burning Stampede(Semi form, Devil Tyrant Point): Both fists become engulfed in a torrent of fire that can be unleashed with explosive force upon impacting another object or surface.
Flame Vortex(Semi and Full): Elliot exhales a cone-shaped vortex of flames.
Earth Raze.(All forms): Elliot exhales a line of fire that expands forwards over a surface.
Fanned flames(Combo'd with Sky tyrant's gift and Earth Raze in Salamander Point): By breathing Earth Raze and then Using his wings to fan forward Elliot creates a massive kicked up cloud of fire of smoke, capable of flooding through multiple streets.

Ryu has a full head of bright red hair which reaches down to the middle of his back. He keeps it in a braid most of the time, but will occasionally let it down when he wants to relax fully or when he sleeps. His features are fairly youthful, even for someone of his age, and he could easily be mistaken as a few years younger than he actually is. His build is fairly lean and belies his true strength and power.
Style:
Ryu’s relaxed and easygoing nature carries over even to his wardrobe. He dresses simply and comfortably, opting to wear a simple buttoned short sleeved shirt with a loose fitting tie, along with a pair of shorts, and sandals. He very rarely, if ever, seen dressing in any attire more formal than his normal outfit. He also has a piercing in his lower left ear.
Personality
Innate Personality: Beneath his unbreaking cool exterior lies a ceaseless turmoil wrought from two conflicting ideals within him: an immense bloodlust, and an immovable sense of justice. He is never happier than when he is on the battlefield surrounded by chaos, and his training is the only thing he does with any regularity. He lives to fight, and he is wholly committed to seeking out entertaining fights and growing stronger. Fortunately, his insatiable lust for fighting is kept in check by his ironclad sense of justice. He will not hesitate to enact punishment on those he deems to be evil, regardless of who that person may be. He is not a zealot however, often even chiding those he views as zealots for being such, and his ideals on the finer notions of justice remain open to new ideas or interpretations.
Because of this extreme dichotomy, those who know him well will often say that there are two Ryus, the one who talks and the one who fights. While this is a fairly apt summary, it is not entirely true, and trying to fully separate the two sides of Ryu would prove impossible, as they are inextricably linked.
Ryu constantly exudes an air of relaxed charisma. He is almost always calm and laid back, even going so far as to treat dire situations with facetiousness. Even when directly insulted, he will simply offer a retort calmly using his sharp tongue and keen wit. He will often maintain that he will only perform a task if some aspect of it interests or intrigues him, otherwise he will refuse to do it.

Reason For Joining:

Ryu’s relationship with his mother is by far the closest relationship he has. Although she disapproved of him learning how to fight, she could tell he was truly passionate about it, so she supported him nonetheless. She was sad when he told her of his intentions to leave the island and see the world, but again, she could tell that it was what he truly wanted. She was the only person he said goodbye to when he left, besides his uncle, and she stood on the pier and watched the ship until it disappeared over the horizon.

Ryu’s relationship with his brother is incredibly tenuous. Early on in his life, Ryu idolized his brother, thinking of him as a hero of justice among the valiant Marines. However, as he came to learn more about the world and his hatred for the World Government grew, his feelings of admiration turned to animosity. His brother is stationed on a Marine base in the West Blue, and he would visit, Ryu would make a point of avoiding all interaction. When he decided to leave the island, Ryu made sure to do so at a time when his brother wouldn’t be visiting, so he wouldn’t be able to try and dissuade him from it.

How Ryu fights is dependant on why he is fighting. Swordsmanship - Ryu is an extremely adept swordsman, proficient at using both one and two swords. Ryu’s primary sword style is Nitenryu (Twin Heavens Style), an extremely powerful Nitoryu and Ittoryu variant. However, he is also extremely proficient in Ittoryu as well, specifically Iaido, the ability to draw one’s sword with extreme speed and skill.

Ryu has been fighting for most his life, constantly picking fistfights in his younger years and eventually moving to use his dual blades. He has dedicated a large portion of his time to his training, as it is one of the few things that he can gain a sense of satisfaction from. However, he has far from completed his training and he still has a long way to go.
Equipment:
Ryu carries a pair of katanas, which seemingly have no name. They are exquisite, with pure white hilts and saya, and jet black blades. They are of exquisite and superlative quality, and are painstakingly cleaned and maintained by Ryu on a regular basis. He carries them either fixed to his belt at the waist, or slung over his shoulder. It is not known to anyone but him how he came to possess them.

- Ittoryu - Muramasa | A powerful slashing attack aimed at the opponent’s midsection
- Ittoryu - Dai Bunkatsu | A powerful Iaido technique, similar to Zoro’s Shishi Sonson, where the user rapidly unsheathes, attacks, and resheathes their sword. It’s power is sufficient to cut through iron and similar metals.
- Nitoryu - Hakai to Souzou | A twin Iaido technique where both swords are drawn with immense speed and power, enough to cause a shockwave that serves as a secondary attack. Like Dai Bunkatsu, the power of this technique is enough to cut through iron. This is currently Ryu’s most powerful technique.
- Nitoryu - Izanami | A twin slashing attack similar to Muramasa but with two blades converging horizontally.
- Nitoryu - Death Cross | A powerful twin slashing attack aimed crosswise in a downwards direction, the two perpendicular slashes forming an X.
