Also mostly true. But I do generally try to make new ones for new RPs. That said, I have numerous templates laying around to pump out anything from a CS to a whole OOC in a few hours.

Really wish I had your level of preparedness. My CS/OOC Vault is a mess of jumbled OOCs, Characters and ideas.

@Hillan do you have any hard/fast rules on who our chars have interacted with beforehand? Or as long as no-contradictions take place is that alright?

Individually, no limit. I mean, you'll probably need a good reason to have interacted with Darkseid or Joker and that spurred you into Heroism. But even then, no hard limits.

Only thing I'd limit is if we end up with 9/10 characters having interacted with the same character. But given how in 15 years, every canon legacy can believably exist, I don't foresee that being an issue.
