Just as a question what's the strongest Gang, crime family, or power group in Paragon City for evil? I might also be adding a location for my character's lore if that's ok? Just like a forlorn swamp or bog something of that nature, where they dispose of bodies.

I present my villian! He is really more of a vigilante but due to his occasional madness most would definitely think of him as a villain.

T H E S T O R Y S O F A R... T H E S T O R Y S O F A R... Nigel had just arrived in America having heard great tales of Paragon City and its rich history. He however was a classic case of being at the wrong place at the wrong time. Grabbed up and kidnapped by some members of the Delgato Gang thinking he was a runaway snitch. They murdered him and when they discovered they had the wrong man, they quickly took his body out to the swamps of La'moi under the cover of night outside of Paragon City. It was a place they often dumped their bodies, and they had a shaman who used his mystic arts to cover up the evidence. Something strange and unexpected happened this fateful night though. A sudden storm sprang upon them and a bolt of lightning struck the swamp as Nigel's body was forced under by the magic. Nothing happened. The Delgato members left and within a few hours Nigel's hand burst out of the muck and mire. His body transformed. All of his hair vanished, and strange black archaic symbols seemed to dance across his body. He could feel that he was himself, but he felt like he was something more now. There were voices in his head now. Sometimes they were silent whispers and under times they were like a violent storm. Whatever it was they spoke their intention was always clear as crystal. He has taken up the name "The Weeping" He has taken to killing any and all of the scum of Paragon City. While he is mostly in control Nigel often has found himself having periods of madness where he strikes out and kills anything and anyone around him. The voices in his head screaming so loudly and death is the only thing that calms them. It is for this reason he tends to linger in abandoned places while he plans for his next target. Much of the underworld is unnerved by him but many are also after him now. ________________________________________________________________________________________
