Mkay, so for your CS, please add a bit more depth to the personality as far as fleshing her out past her perversion. Similarly, also expand the history just a bit, mainly in terms of actually being relevant to the delinquent angle.

Also, just so there's as little miscommunication as possible, detail exactly what the water/ice stuffs are, what she can do and etc.

We'll be starting the RP once your character is approved, or tomorrow. Whichever comes first.

Also also, I'm seeing a lot of people mentioning their characters being in delinquent groups or having delinquent friends; given the OP for the IC will be going up tomorrow at the latest, just posting to say that if you want any of your characters to have connections and established relationships in advance of the RP, now's the time to sort those out.

For one, I don't mind throwing Kiyoko into someone's delinquent group; anyone want a lazy, hedonistic spinster rolling with their crew?

Depends on the situation, but I'd personally want three or so reasonably substantive paragraphs (i.e, 3-4 lines each) minimum for regular posting. Could bend that minimum for specific situations- i.e, if it's part of a string of posts in a group interaction or there wasn't much to respond to and the post was meant to keep things rolling- but I'd generally consider that a reasonable minimum otherwise.

But keep in mind that unless it's a comprehensive reply to a lot of things going on, or it's split into multiple sections, longposting is every bit as obnoxious as a one-liner or one paragraph response. Use common sense and try to make it long enough without being stretched out, I guess.

I agree with you. A lot of the characters are 14, so we could all be in the same class, or know each other through mutual acts of delinquency.

I think that it's referring to a Magical Girl's transformed state, which could be said to be a status symbol of sorts in a community largely dominated by the power of Magical Girls.
