I made a handy little short list of how many docks you'd need to build a class of ship in 1 Year (4 turns), 1/2 Year (2 Turns) and 1/4 Year (1 Turn). If you're using Drydocks, just multiply the number of docks times two.

Maybe it has to do with the fact you are shaping hundreds of tons of metal and steel into something that looks like a boat. Maybe its the organization of hundreds men who have to put the thing together. Maybe its the training of the hundreds of sailors who will be needed to keep the ship running. Maybe its all the complexities of wiring and piping that make the ship livable and effective. Maybe its the supplying and arming of the ship to keep it war-ready.

Ship building has always been a slow process, even more so in the days before we have modern tech to help us. Battleships don't grow on trees and Carriers aren't exactly the easiest thing to design, build and supply you know. There's a reason why most ships stay in service for decades and its because the damn things take so much time and effort to build.
