No, I mean envoy in the sense of a diplomatic person tasked with reaching negotiations with another political party. This would be one who would be there explicitly representing the Dominion in an attempt to foster peace between the two peoples.

That's fair, as it leaves everything up to IC interactions. Just don't expect to be successful.
