For the most part, it seems this level is filled with various living and recreational facilities. We have an elevator at the far end, though.

Drones. Not exactly spiders, but I think they work just as well for what you were asking.

And yes, people are protesting. Hundreds die, and they want to blame Cerberus. Cerberus assures they’ve taken action enough internally, but that the blame is on this group for the tragedy.

I don’t see any reason to call this an emergency. We’ve got protests lined up on Phiaxes, and eventually some very angry men will come rolling through here, but I don’t think that qualifies as an emergency.
