Well, considering Valm and Ylisse are allies, it makes more sense to unite Plegia and Ferox first against Ylisse since they're likely indifferent, then go to Valm and try to convince the Emperor there to turn on Ylisse whilst Ferox and Plegia duke it out in the mainland.
You said Valm is also at war with Plegia and allied with Ylisse, I assume they'll also hunt the Shepards at Darrian's behest. At the very least, they'll need Plegian ships to arrive, and according to the plot the war starts when Plegia and Valm skirmish at sea, so I doubt they'll enjoy Plegian ships docking in their ports.
I don't see how many side plots we can squeeze in with Darrian literally at the gates. :p
