That's just not true. Their minds are still working, thinking about their choices. Even if their choices are going to be a certain way, it doesn't mean they aren't making them. Making a choice is like looking at a number of paths to do something and following one of them. It doesn't matter if all the other paths are actually illusions or not, because you chose a path!

Free will is making your own choices! The future is going to happen, and it's only going to happen one way. But no matter what's going to happen, every choice is our own, and that's what makes us real.

But they think they're real! From our perspective they're following some predetermined path, but from their perspective they're making their own choices, doing their own thing. They have free will, whether their actions are predetermined or not; that's the whole point of free will!
