For the portals: max didtance away from caster is 100 ft. In this range it can be opened anywhere Dmitri pleases, but cannot be in a pestilence, touching another object, or inside another player. Dmitri gains 1 charge in his savior arm evrytime it is hit with magic or a enchanted/magic weapon. He can open 2 portals per charge and stpre up to 2 charges, but can only ppen 2 portals at once. While the portald can open 100 feet from Dmitri, they must be atleast 70ft from eachother. The screens travel about 30ft.
The rocket pad can be attached to almost any solid surface, including flesh. So this can basically attach to something and send it flying at about 25fps. So Ex: User1 attaches the rocket pad to a weak pillar then presses the button. -TURN 2- the rocket pad activates and sends the pillar flying. Lightning scroll summons natural lightning from the nearest cloud to target location.
For the arm: when you say nullified AoE, here's an example: lets say a peice of paper(AoE atk) is flying at you, if you do an overhead slash(chop) with a knife(arm), it cuts it in half, now the width of the knife(arm) that touched the paper is destroyed, and the rest of it countinues to come at you. So its basically cutting the AoE in half, and taking a chunk the size of his arm out of it, making it a slightly smaller attack, reducing the damage done to Dmitri. (Bigger AoEs will be affected less while smaller ones will be effected more. I will however change this upon request.
Zip ties: yes they are actually zip ties like the ones used by bounty hunters and terrorists for makeshift handcuffs( i chose them cause its unexpected and there's no key.

Is this instant or is there some kind of preparation to this? Portals are iffy forms of magic due to the high amount of abuse they can be used for - we need to make sure this is done fairly. I would recommend changing it so one portal must be near you and that the other must be placed within 50-75 feet of the other and cannot be placed within 10 feet of an opponent. This would also need significant preparation, usage limit, or a high cooldown.

What is the effective range on the Nether Screens?

I need to know more about your Rocket Pad. I don't precisely understand what that is. If you could clarify, I would appreciate it.

I need to have a better understanding on how your Lightning Scroll works. Is it natural lightning or magical lightning? Is it launched from the air above them (at what distance) or is it launched from your character?

For the arm, I'm not comfortable with it nullifying all magic. I am fine with it itself being highly resistant to the point you could catch a bolt with it, but I do not want it nullifying AoE spells just because you catch part of it on the arm.

Are zip ties like... actual zip ties?
