Yup probably. Then again who's to say, she won't kill someone herself by flicking lit matches on them. Or she'll just be watching who's in the local Cafe fucking around the kitchen when they aren't looking at her, she'll just solid snake her way there when everyone's cone of vision is looking at the walls or windows and she will stare at whoever is cooking something, then again the cafe might have food vending machines that cook and serve food, if so Rika's getting a large pizza from a pizza machine, and yes pizza machines are a thing.
