THE LINCOLN-SEWARD RECONSTRUCTION PLAN

Article I: All former Rebel states will be occupied by United States Army forces with a military governor serving as head of transitional state government. The military governor will be appointed by the president for an undefined period, stepping down for free state elections only when the states have met all criteria of Article II.

Article II: Former Rebel states will be remitted back into the Union with federal government representation in Congress when 10% of the voting citizens from that state have taken an oath of allegiance to the United States and pledge to abide by the Thirteenth Amendment.

Article III: All members of the Rebel government's executive, judicial, and legislative branches are hereby banned for life from ever running for public office or serving in state or federal governments. Members of the Rebel army and navy with the ranks of Brevet Colonel or Commander and higher are hereby banned for life from serving in the armies and navies of the United States of America. The aforementioned politicians and soldiers will retain their United States citizenship after they have pledged an oath of allegiance to the United States of America.

Article IV: A spending bill shall be passed by congress for the amount of 20,000 to rebuild Southern infrastructure and establish a system of schools, both primary and universities, to improve education for Southerners both white and negro.

Article V: The Fourteenth Amendment to the United States Constitution: Citizenship is granted to all former slaves, and any and all people born in the United States regardless of race are automatically granted citizenship. All rights and privileges of citizenship are granted to former slaves and they equal in the eyes of the laws of the Constitution.

Article VI: The Fifteenth Amendment to the United States Constitution: It is against the laws of this nation to deny a citizen the right to vote based on their race, color, or
previous condition of servitude. All former slave men are hereby granted the right to vote.

Article VII: A new federal agency, The Bureau of Refugees, Freedmen, and Abandoned Lands, is hereby established to assist all freedmen as they transition from slavery to citizenship and freedom.

Article IX: The Negro Homestead Act: All negroes, newly freed or otherwise, will be allowed to purchase grants of land in the Colorado, New Mexico, Washington, Columbia, and Nebraska Territories for the purpose of establishing themselves as independent farmers.

Five years of bloody combat has come to an end and you are now our countrymen. In accordance with presidential wishes, all southern fighting men below the rank of Brevet Colonel are hereby granted free leave to lay down your weapons and return to your homes and farms. If you have a horse, you are allowed to keep it for the journey home. All rebel state legislatures and governor's are absolved for any crimes against the United States. Senior rebel army officers with the rank of Brevet Colonel and higher along with the rebel cabinet are ordered to surrender to US Army forces for arrest with due haste.

A Proclamation

I hereby proclaim that the insurrection which heretofore existed in the southern states of the United States of America is at an end. And I do further proclaim that the said insurrection is at an end and that peace, order, tranquility, and civil authority now exist in and throughout the whole of the United States of America. Five long years of warfare are now over. Those that would rebel against us are now joined with us in our Union. The North may have won the war, but now it is up to all of us, both North and South, to win the peace. We have to let the healing begin so this country may be truly united again. We have survived mighty internal turmoil and can now emerge from it stronger. We must become stronger, for we now see the shape of things in the world. There are those that would have seen our Republic torn asunder and strangled to death by its own southern populace. It is our solemn duty to become stronger as a whole to fend off those who wished to see that previous mentioned fate come to pass. We must show them that instead of striking down a weak nation in turmoil, they have only awoken a sleeping giant.
