Lol, I had the EU4 wiki open while making my CS. There are a ton of similarity between my nation and EU4 if you look close enough.

What do you think would work better has as model if this was ever made into a game, Age of Empires 3, Rise of Nation, Civ 5 or Total War?

Kazeno chuckled, a part of his ego hoped Ray couldn't fly as he himself could only "fly" through a series of air dashes and gliding. He flicked his wrist and his paper broadsword exploded into individual sheets which went back to doing ballet, "Say, how much different is Wind magic compared to aerokinesis?"
Slowly, Kazeno began to realize that some of his papers were disappearing, he looked up and Chi Ni had been fishing them up with a ghostly bamboo rod, "Chi Ni! Give those back, they aren't even mine!"
Kazeno began jumping up and down trying to get Luna's papers back from the mischievous ghost, hoping he didn't look to weird to anyone else as he probably looked like he was trying out a hipster exercise routine.

Well, I didn't want to puppet Luna without your permission and I consider having a conversation a major act of puppeting, if you want I can add dialogue before Kazeno interacts with Ray and maybe have Luna join in on the conversation so the three could form a friend group or something like that.
And yes, Anderson has agents, he leads a gang that deals in information, of course he would need agents to inform him. He claims to have agents everywhere, even in the Academy city government and law enforcement, but there is no proof of there existence so its either he's bluffing or his agents are just that good.
