Yes. For example having fire magic, or the ability to control fire. Either way you can move fire. But one is using it doing magic and one is doing it using a "power". So fire magic to shoot a fireball would be negated. Fire control to move the flame from a lighter into a fireball and throw it would not. Sorry if that wasn't very clear
