You could always say it after the move. It gives you that advantage and, in some cases, looks cooler than saying it before.

Not if it has a nondescript name. In battle, pretty much all seconds are filled with attacks, and it wouldn't mean that they're going to attack right away, so it could be moot.
Even then, all it takes is to know the opponent and what they can do. I'm not saying it makes a majorly major difference, but it is kind of like a warning or a heads up.

I'd be more concerned with the immovable bomb back there. Move it, it'll explode. Tamper with it, it'll explode. If any unnatural presence is felt near it, it explodes. Good luck. As my friends, I'd advise you to get out of here.
