I like the idea of one shots, again an RPG type of thing. Things like grabbing the guns from the enemy gunbunnies and using 'shotgun blast' or 'full auto' then dropping the weapon.
At any point did you see me say you couldn't do that? ;)
When Gungirl 1 was disarmed and the shotgun was on the floor it was fair game for anyone to use it, although if it had been left unclaimed Gungirl 1 would've picked it up again and had it ready for use in the next round. The shotgun has a limited ammo effect which means it needs to be reloaded after each shot, and since none of the party have any shells it would've been worthless as a ranged weapon after being used the first time.
The same goes for the pistols if you use the 'Full Auto' ability with them.
Having said that, if you tried to use weapons then your basic Attack stat (the one on your profile before taking into account any active status effects) would be reset to the basic strength of the weapon when firing it (the Attack stat of the Gunmen or Gungirls in this case), since you'd be using the weapon rather than your own strength or abilities to cause damage.
Personally I don't see the point of smokebomb, what is the point of dropping everyones attack and defense by -1. The damage difference is the same (5-2=3 is just the same as 4-1=3) Unless AOE ignore the effect or something specific happens if you can get the enemy stat to 0

Since the three raptors at the end of the movie are up for grabs are you saying that the other two survived against Indominus instead of dying like in the movie?
Only Charlie definitely died in Jurassic World, after turning to red mist getting hit by a rocket. Delta was thrown through the barbeque restaurant kitchen causing a fireball, but could've easily rolled or been thrown clear inside the restaurant before the hot plate exploded, and Echo was tossed aside limp after being in the jaws of the I-Rex, similarly to how Blue was treated earlier and survived.
Neither are definitely dead and 'comic book rules' state that if you didn't see a body1 then the character isn't dead.
1 - Which couldn't possibly have been a homeless person dressed in the other person's clothes, a flash grown clone, a robot, an alternate reality doppelganger, a long-lost twin sibling, a hologram or any other thing or person who just looked like the presumed dead body.
In fact Charlie might not be dead either, as the dinosaur we saw get blown up could've been Charlie's time travelling daughter sent back in time due to a 'future echo' caused when the dinosaurs were sent into space aboard a Jupiter Mining Corporation mobile asteroid refinery and hit lightspeed when trying to return to the solar system after having been drifting in deep space for several million years, with Charlie suspended in stasis the whole time after having smuggled a cat on board to try and win back the affections of one of the navigation officers.
Quickly moving to the cage Betty tapped the release code into the locking mechanism with one hand as she lifted her shapely legs and pulling her fashionable but inappropriate heels from her feet. Stepping back as she let the guard do his job, pulling the cafe door open for Nellie-79 while at the same time holding his prod ready to be used at the first sign of trouble, Betty watched as the proud creature leapt down onto the ground, its hooking claws digging into the mud for a moment as Nellie-79 craned her head over to search for the source of the noise.
"No, bad girl." Betty barked with a scowl, glaring at her pet as Nellie-79 cringed away from her fearfully, remembering previous torments delivered whenever she failed to follow orders promptly. "This way." Betty said tersely, turning and heading towards the footpath leading off away from where the whatever-it-was had been heard.
Making good time on her bare feet, her toes wriggling with pleasure as they sank into the warm mud with each step, Betty soon found herself at the far side of the encampment with Nellie-79 quickly moving up to hover at her side, head still craning back towards the noise as the camp came up to full alert.

While she hates to be known as such Kelly's biggest claim to fame is that her father is the renowned mathematician and author Dr. Ian Malcolm, and that she managed to survive an expedition to Isla Sorna, the location of InGen's Jurassic Park Site B, when only 12 years old. After several years attempting to study dinosaurs professionally Kelly abandoned the research in favour of mathematics and computing despite the urging of her father for her not to live in his shadow, or perhaps because of that self same urging.
Combining chaos theory with computer programming Kelly specialises in creating adaptive operating systems which are capable of rewriting their own code in order to compensate for changing environmental variables, within the strict initial guidelines set by the programmers. Hired by InGen, again against the insistences of her father, Kelly has joined the development team trying to rebuild Jurassic World, concentrating on identifying faults with the information technology infrastructure which led to the disasters both the first and second time the park was built.

1 - Kelly could crack anything upto military-grade software encryption by decompiling and rewriting the machine's base code in a matter of hours. She can design, develop and code basic programs in minutes and complex systems in a matter of days. All these skills require access to an actual working computer system however, as well as power to run them. 2 - She could repair a radio if provided with the required parts and tools, but couldn't build one from scratch or adapt electronics to do something other than their intended function. Kelly could easily build a computer from matching components and pre-prepared circuit boards, but wouldn't be able to build a circuit board herself.
@The Kid Lantern I still don't see how you're using IQ as part of the battle mechanics. So far it sounds like it'd only be a narrative element for the game.
Perhaps you could tie all three of the basic stats (IQ, Strength and Speed) together in a way which affects Attack and Defence?
What I mean is that Strength and IQ together would give an Attack bonus, as a smart fighter like Superman would know where to hit an opponent to cause the best damage as well as having the raw power to back it up. Similarly Speed and IQ together would give a Defence bonus, since a fast alchemist may be able to leap behind cover when the iambic starts to bubble, but a smart one would know when he should start running.
This should also balance out 'naturally gifted' characters, who concentrate their point on the basic stats over the 'trained' characters who have gone for high Attack and Defence and gained more abilities to chose from. Either you have a few abilities which would work really well, but which the opponents would be able to learn and adapt to quite quickly (hence only being able to use a Defence skill twice per battle) or a greater number of weaker skills which could be used more often, but to a lesser extent.
Perhaps GM will let her buy the increase at half if she sacrifices the item at time of character upgrade. Hmm this makes me think of ways that would make purchasable items from A.E.G.I.S. for missions like our own smoke bombs or the like.
That could easily be an option, although any purchased items would have to either be a one-shot piece of equipment or a cheaper skill upgrade, depending on what you'd prefer.
I could easily have part of the post-mission rewards be a salary paid by A.E.G.I.S. based on your performance, with 'Employee' characters gaining a bonus due to the efforts of their business managers.
