Okay, with every question I ask this is looking more and more poorly thought out.

I'm just going to back away.

How does that work? Who decides when someone is proven guilty?

So wait, are they a government agency? Do they have jurisdiction and law enforcement duties?

What might be cool is to take a departure from the normal cultures associated with those genres.

For example: Steampunk is often aristocratic British, but we could instead have industrial age Asia for inspiration.
Conversely instead of Japanese influenced Cyberpunk we could make it Middle Eastern.

Maybe the medieval culture actually has a fanatical devotion to magic, and shuns technology on principle. That would explain why there's a massive technology gap.

As for steampunk: Probably exactly as you said: cultural preference more than anything. Probably steampunk tech can do most of the same things as cyberpyunk, just in a much different way.
