I think he would have to be a cousin, since he's plain old Zabrak and she's Dathomirian, which apparently is a hybrid of Zabrak and human? Things I didn't know.
Or he could be a half brother, the pure blooded son of her father?
Either way, I did ask for Diabolic's character not to already have Force powers, so I'd have to ask the same of you. This might sound like a disadvantage, but other characters will be able to train them, and they'll actually grow stronger faster, at first.
It's also worth noting that he would not know that the Jedi Order still existed. They've been in secret for a century or more, and were down to one member for decades at a time.
I'm not sure how I feel about him using Darth Maul's lightsaber. Though to be fair, I don't know what actually happened to it after Episode I. I know he reappeared in the show or comics or something.

One hatched, and in the strange way dragons had, it recognized Rolf's adventurous and daring nature and took to him. When the dragon was small, Rolf took it out to scout the flat lands, despite the risk of wild animals. They had many close calls while Forge was still stuck on the ground. When they could ride and fly, they were known to charge through the fields, fending those same wild animals away from farms and smaller villages.
PERSONALITY— A shockingly congenial person. He has a certain zest for life, enjoys drinking and is often smoking; both habits he will aggressively offer to share with those around him. He is vaguely benevolent, and fairly generous, his simple tastes making greed useless to him. He is also a man of great energy, always active when he can be, with a healthy thirst for adventure and daring.

I have some questions before I make my character. I'm not sure if I'm blind or if it hasn't been addressed.
Is there a central ruler or ruling body on Caerel? Is it the Dragon Rider Council, or something separate? Is there such a thing as nobility/knighthood? What is the actual purpose of the Dragon Riders? What do they do for the island?

@Diabolicalrhapsody@Minimum Since you both want to play Dathomirian, maybe they are related :D? Siblings? Perhaps siblings who end up taking opposing paths as they follow the Force teachings?
Diabolical, just a suggestion but you might move a point or two from Dexterity to Technical. Especially if she "has a way around gadgets," it would make sense if she has a natural aptitude for technical things.
Oh, but having her a part of Maintenance staff is a good idea. Talk to @TheUnknowable about what she might do, and how much she might know about his true identity etc.
