Generally Pangoro can't be found in wild but you can encounter them in the anime. So long as the environment is the kind the pokemon would live in, then you can catch it there. This'll also allow you to catch pokemon that you normally can't find in the game.

Pokémon learn moves through leveling and practice, hence why a leveling system is in place. Your pokemon should be around the level it needs to be to use the moves it does.

While that level of freedom is nice, imagine having a pokemon that knows it's entire move list from levels, HMs, and TMs. That level of adaptability could be bothersome, don't you agree?

@Ryuzaki There should be a limit on moves to some extent though. If you think about the anime, even then their move pool is limited, though the extent to which it is is never clearly defined

Shantalune makes the most sense anyway. Beginner trainers who want to challenge the Gyms start there, though remember, this won't entirely be like the games. I can also be like the anime. Traveling a Route could take several days and there could be Pokémon Centers along it that our characters could meet at.

Ryu and I are in the middle of a Collab, so everyone can explore. Though I do think it would be a good idea to set up a destination where all the groups can get together.
