I'm almost done with my character and would like some current feedback if possible ._.
Personally, I like him. It's a nice change of pace for the "dark loner" to be nice to people, it's super overused to have the antisocial asshole dude. His arsenal is a bit large, but I like his two pistols. They show he does have a sense of humor, even if it's small.
So, I was planning on my character being a scavenger, and I'm thinking about their equipment. Would a .454 Caliber Taurus Raging Bull be enough to take down some of the smaller creatures? It can kill cape buffalo and african elephants. Also do they need any sort of protection other than gas masks?
Mary tore and tore into the beast with both claws, swiping at it and clawing and gouging its flesh relentlessly. The only sign of letting up she displayed were her slightly slower left swings, which were only because of the spike that had imbedded itself in her shoulder she had to remove. As she did this, the thing exclaimed a piercing shriek and began falling to the floor. Mary began to slow up only slightly, starting to feel the power within herself running thin. This disallowed her from dodging the tentacle, and was clipped by it, sending her flying off the beast. She just barely caught herself in midair, and slid to a stop on the floor, before her form became that of the regular Mary. Her fur was replaced by petite pale skin, and her horns gone in place of a bonnet.
Before Mary could charge at the beast again, a booming but detached voice ricocheted through the hall to all those of the council. She quickly joined the group, rubbing the ribs that had been just barely slapped by the beast that was now, apparently speaking. It turned to them and spoke, it's maw blinking in time. It explained to them that they had given it a pain of neither heaven nor hell. Mary felt a bit ashamed at that. Guess Firebrand was about the same as Devil Trigger. Or maybe that Firebrand power was what he was speaking of? Either way, Mary regretted she had to act to kill in this instance, but it had admitted it was going to consume them for knowledge. That would most certainly kill them all.
The beast threatened the group to leave before it broke them, and a bright flash emitted from the the Abyssal. Suddenly, a sort of weight was put on Mary's mind. Though Mary already knew much, her mind was suddenly filled with new knowledge. Though she was no chemist, she suddenly knew the entire periodic table front to pack, than her mind began filling of thoughts of Hydrogen, and then Helium. She knew everything about them, their density, every molecule used to create them, and every single reaction it could produce with every other element. She quickly tried to force a tactic to repress mind attacks she knew, but she did not have much training on the subject, certainly nothing formal. The only real thing protecting her was how much she already knew. Akoni and Souta both agreed that they had to flee, though Akoni expressed much annoyance. Mary did not want to leave just yet either, but her head was starting to pain her, heavily. She managed to say "I will join the two of you." Before dashing with her inhuman speed towards the exit with Akoni and Souta.
From what I understand the Kaiser abilities are all things that Denys has learned himself so unless he obtained this badge that gave him the magical ability to do these things it should have no bearing on whether he can use Kaiser skills or not. It can indicate his rank but shouldn't have power over his skills.
You're correct, it doesn't have any bearing on his skills. It can, however, allow someone else to replicate them, albeit at a much lower power level. Basically should he give it out, you have one Kaiser, Denys, and one mini Kaiser, his minion, that could probably only use Blinding Light. Of course, he's probably not going to just hand it over.
Does the prosthetic have any added advantages? Increased strength or the like or does it simply act as a normal hand would?
Simply acts as a normal hand, with the exception that it can twist a full 360 degrees.
I believe in game when Denys is below 10,000 HP this move will deal half his HP in damage so for our purposes perhaps it allows him to inflict a wound he has taken on himself onto an enemy. If he had a broken arm he can give an enemy a broken arm. Does that sound like a reasonable interpretation?
That seems a lot less nebulous, but it also makes Centurion useless for now. Maybe if you do it regularly, you can pass a broken arm as major pain to the arm regularly for all enemies, but with Centurion, it fully replicates the broken arm on one person?

You're right. May be a bit OP in single combat. I'd be willing to make some alterations at your behest, including the removal of Anne. I just like their dynamic a lot. As for my opinion on where to start, I believe pure randomness is a good idea, yeah.
EDIT: I've removed Anne myself. Though I do like their interactions, i already have a duo character. Denys will be able to hold his own without his secretary.

Equipment
Kaiser Asterisk - A badge indicating he is the Kaiser, and that he is a powerful foe, or adversary. Should someone else take the badge, they can temporarily replicate his abilities.
Prosthetic Arm - A magical replacement for his right arm, which was sliced off when he was younger. Has full 360 degree articulation, and cannot simulate pain.
Claymore - A large blade he wields in his right arm. Nothing particularly remarkable about it.
Abilities
Jack Of All Trades - Denys is fairly good all around, good strength, speed, intelligence, etcetera.
Swordsmanship - Denys is good at wielding blades large and small. He can also wield a rifle in a pinch, but that's about it.
Blinding Light - Deal damage relative to current health as a physical wave in front of Denys.
Centurion - Focus a multi-target attack into a single target attack for double the damage.
Spring Awakening - Heal all combatants mildly every few seconds. Lasts about 25 seconds.
Westwind - Swap all combatants Physical resistance and Magical resistance. Lasts about 25 seconds.
Winter Storm - Nullify all forms of recovery for all combatants. Lasts about 15 seconds.
Noble Eagle - Double all combatants strength and Magic power. Lasts about 25 seconds.
Weaknesses and Limitations
No Magic - Denys possess no magical offensive abilities currently, even though he's decent at magic.
Power Over All - Almost all of Denys's abilities affect both ally and enemy. This gives him many opportunities to screw over himself and his allies, if he's not careful.
Master Of None - Though Denys is good at a lot of stuff, he'll never be truly great at anything.
Prosthetic Arm - Denys's prosthetic can be temporarily disabled with any "dispel magic" spells.
Personality: In one word, Denys is determined. He is a kind, noble soul, but is serious, willing to do absolutely anything to rid himself of the guilt of his family's past. He absolutely will put innocents in danger to accomplish his goal. Despite all this, he's a cool man, charismatic, observant, and unlikely to lose his head. He also bears responsibility heavily, believing that he has to fix his own house's heritage or horror. He also is willing to display mercy, especially to those who serve him.
Backstory: Denys was the older brother of Yew, both of whom were potential heirs to the house Geneolgia. Though Denys was a strong young man, their father instead chose Yew as Lord of house Geneolgia. For Denys to succeed Yew, he would have to find the legendary Sword of Brave and bring it to their father. Both Yew and Denys searched for the blade independently, and Yew found it first. By the time Denys arrived, Yew had promised the blade what he held most dear in order for its allegiance. In response, the blade severed Denys's right hand, and revealed itself as a demon before disappearing forever.
Denys also disappeared after that. He began roaming the land, and did some research into his home's history. It appeared, to him, that the house Geneolgia was responsible for the downfall and corruption of the Crystal Orthodoxy, a well respected religion that controlled most of the world. Denys was at a loss for what to do, but dearly wanted to change the past. That's when Anne came in. She told him about the Sacred Compass, able to harness the energy of the Holy Pillar that erupts when the world is destroyed to travel through time, and right the wrongs of the past. All he needed to do was capture Pope Agnes, and take her to the four crystals that powered the world.
Entry Point: The beginning of chapter 4, just as all the crystals have been overpowered and the Holy Pillar has appeared.
