Four messages, from a mysterious person (all right, I'm copping out; it's StuCorp) would arrive at Alec, Pamela, Alto and Dean's smartphones; the three were registered heroes, while Dean stuck out like a sore thumb from foiling that bank robbery during a time when the city was in chaos. It seemed that he was either dense, or had balls of steel. Nevertheless, here were said messages:
Alec and Pamela would be asked to help protect the Anti-Metahuman protesters on the Walt Disney Concert Hall; they were chosen because their powers were not so obviously Metahuman. The Walt Disney Concert Hall was chosen because it had one of the largest protests, and because, well, Gary liked Disney.
Alto would be asked to aid Constantine and Cedric in tracking down Elijah and Nightingale.
Dean, meanwhile, would be told to go to the Walt DIsney Concert Hall as well, in order to help Alec and Pamela just in case the two did need some extra Metahuman power.
All will be paid 10,000 Dollars each.

What's going on is: A cult leader just made an Anti-Metahuman Speech, and everyone is reacting to it. My characters, Mass City's character, and their NPC allies are also trying to capture Elijah and Nightingale.

Also, Rofis, in private, pointed out that Elena, Gary, and the current Reform Council was, well, small for a movement with such big goals. My answer was that Elena and Gary were merely the local branch of the nationwide Internal Reformist faction, whose overall leader is a mysterious dude in DC.
Edit: Also, Rofis has expressed concerns that, well, he made it look easy to slip under Aperture's radar. Basically, he had his character be doing merc work under a series of aliases, even though his methods (lasers and such) were glaringly unique. Not just that, but he had also had his robot arm examined by Aperture's scientists, and the latter didn't use it (the robot arm) for anything. Do you guys have any idea for a handwave to resolve this issue?
