Constantine's powers are different in that they affect not only the brain, but the eye itself, while Aura's affects only the brain. So, probably no.

I keep a master list of Character Sheets, but they're only for characters made after the new Interest Check (except for my characters).

Both options are possible, but I'd prefer the latter, because I'm resting from my latest round of posting.

Problem is, there's only one 'main' prison for Metahumans; there is at least one lesser detention facility, but that was probably a half-way point.
