Okay! Managed to fine a working computer! I will try to make my CS right away!

Also some, quick questions:

If you do choose a steampunk character, is alright if they are focused into a given theme like bio-technology or cryogenics?

And if not, what sort of knowledges would a steampunk character have?

Finally, how serious of a story are you going for? If it's supposed to be a somber or serious tone it may be in bad taste for me to create a light-hearted/comical character.

It took awhile to find it but I found the character I had ready for this.

Description: The Ris family was a lesser branch which could be traced back to a once rich family tree. Once. Theoretically Errald would be a noble, maybe even a title holder, but fate dictated otherwise. His parents had not exactly abandoned Errald but he was made to raise himself for the most part and only saw his parents on occasion. At the age of 16 he was made to leave home and wander the wastelands, for most this would have been a death sentence but while Errald was not a magic-born he had long since found that he held certain powers that his parents had worked hard to keep him away from. Able to manipulate fire he survived on the frozen side of the world until finally making his way to the great sanctuary known as One.

So, for example, could she excel in healing magic but is also good at maybe, summoning magic as well as elemental magic? Stuff like that? Or maybe she has a book that has all the magic and she is teaching herself as she goes?

Magic isn't specifically one thing in this world, as it comes in many different forms. So it is entirely up to you on how you want their magical abilities to work.

Would there still be a few ammunition manufacturers? I'd imagine that if one wanted to be an Assassin or Sniper, a Laser rifle/pistol would be quite hard to use, since the light from the laser is brighter than a muzzle flash and it'd be easier to trace trajectory. All in All, easier to notice.

I'd say yes, but they are far and few, and those still making them would make the prices high.

Are Bullets still used in firearms or has it been completely overwritten by laser weaponry?

Oberon was born in the sanctuary city of One to a poor family, as the city was strained with refugees from the conflict that loomed outside its great walls. He was born with no magic and called dull, like so many others who did not know why they were like this and the question would always haunt him. After continuously scrounging for scraps of food by the age of 17, he grew tired of not getting enough to eat so he said goodbye to what remained of his family and left One, his return uncertain.

He did return to One at the age of 30, having lived a life that was dangerous and unpredictable in the wastelands of Ba'luure. The cold changed him, turned his heart cold and taught him how to survive. He built himself up, so that he would never have to scrounge for a living again and when he did return to One, he immediately joined the military police called the Ones Guard. The first couple years were rough, as most of the police were magic born who never left the city for everyone knew when it really came down to it, they would help their own.

After Serving for 7 years, he started to grow tired of endless politics in his government who got nothing done, except for bicker. Three had cast out or murdered all Dull, yet here One still protected them as citizens. Something needed to change. A new note needed to be played on the great tapestry of time and he would be the instrument to change it. For the next year he gathered like minded Dull who felt that their oppression needed to end, and many of them were in the Guard. Soon the time to strike would be at hand and a new note would be played. The Sons of Ba'luure were almost ready.
