$80 for building a Commander deck is not to bad. I know my own started out inexpensive but slowly grew as I added cards. Pretty sure most of them are close to or over $200.

Halflings (especially Stouts) have an edge, due to high dex so with point buy you can manage to start with 18 AC with hopefully 16 Dex and Con and a shield at lvl 1
