And yeah, the Salarians, FOR SURE, know how to fuck up a mind. They've got just as many creepy experiments as Cerberus.
I stumbled on this information when I was making the Salarian that got scrapped, but yeah they'd go for Psych Warfare easily. Their military believes you should win the war before it begins and they've actually never openly declared war before they strike, not once in history.
