Background: Rumor is that Khan was a high level member of the Aryan Brotherhood before founding the Kryptonites. And that is was on orders from the Brotherhood that he create the Kryptonites. But exact information is impossible to find on the matter.
His accent is definitely from New York City, and from what little he has spoken about his past has shown strong hints at being born and raised a New Yorker. The odd remark here and there to “the good old days” and other references back to when things were NYC, not Epic City, are strong evidence.
Contrary to the Aryan Brotherhood past, however, the Kryptonites seek to destroy Supers and do not care about race in their own organization. Khan's own views on race and gender do not appear to influence his work.
The Kryptonites' history is simple, if bloody. A small group from several of the big players in the Epic City gangs pitched in together to raise up the Kryptonites. A single moment when the gangs put aside their differences to create something bigger. Something badder. Khan took control, partially by force, but mostly through menuevering and a strong reputation.
Khan has made sure the Kryptonites have no allies or foes in the gang realm, operating without interference. They do follow a rule of reciprocity with the other gangs for relations, so long as it does not involve any intergang diplomacy. Their goal is to kill Supers of any allegiance, and bring Epic City back to New York City.
The Kryptonites have a good stronghold of the city, considering their small size. Khan keeps things on a need to know basis and splintered the group to make it harder to destroy.

The true side of the Kryptonites, these members focus on the killing of all epics. They're highly trained in all forms of weaponry and combat and are sworn to secrecy. They never take credit for kills, and no information exists about them in electronic form. The Shades communicate directly or through hidden and encrypted physical messages. Few members of the Kryptonites know about this group, and the ones that do are members of The Shades.
