Well for the most part, the highest 'power level' I'm willing to accept is around city busting under exceptional circumstances. I mean we're gonna be forming a group of people who've been low on the watchlist. If your character could blow go nuclear with the snap of a finger, there's no way the government would have let them go after 20 years.

Same goes for me. My character's been travelling around a lot so they could know each other. Acquaintances perhaps. He's also interested in benders, I plan for him to be cataloguing other benders outside of water benders.
Sounds perfect - although I've decided to actually make a male character, because of the abundance of female characters a little while ago and given him the really original name "Akira" because I suck at names... >.< (please help if you guys want!) However, thinking about it, the picture I draw my inspiration from could be a tomboy of sorts...
Anywhoo'! My character is also very interested in benders, though for the simple reason that he sort of hates them and he wants to be able to stand above them, so it seems like a perfect fit ^^
I plan of having him done today so... let's all pray for that?

My character Nora has also been part of the Order since childhood so maybe our characters can be acquainted as either friends or rivals?
That could definitely be!
Oh and for everyone else: my character travels a lot, so it could be that your characters and mine have run into each other - you know, if anyone wants to create any ties to someone within The Order - for interesting plot points along the road.

Well, I made it so Maya is pretty well-known in the Order for being a talented healer. So maybe your character knows of her, or maybe Maya healed your character before.
How I am creating my character right now, she most certainly has - a lot ^^
