Well, enchanting wands just puts a power into them (in that thought). If her hair and eyes were to sparkle like that, it would be a curse. Mother was angry one time perhaps? Maybe it only appears like that every now and then because of said curse.

Depends on what you mean by deformities associated. If you mean like, Quasimoto deformed, at birth have you. . . Not so much. If you mean caused by a fireball to the face or things like that (I'm pretty sure it was the former) then yes. Elaborate perhaps?
She can specialize in Darkness and curses, but can you make her have one of the four elements as a base (water, wind, fire, earth)? Otherwise, it's great.
