Talking about Japanese highschool, though. Not US. It only has those last three years (so I correct myself: 15-18). 14 is still out of the age range.
Side note: I think high school age is 16-18. Kind of confused it goes down to 14.

Student Academic History: Kotone's body rather gives away her family's business--and why, precisely, she never seems short on money. By the same token, it's lost her a lot of friends over time, and alienated a hell of a lot of people... who nevertheless refrain from outright causing trouble because, really, who wants to pick a fight with a yakuza heiress? All this has made Kotone an incredibly cold girl; others will rarely display any sort of affection towards her, so why should she let them see her emotions? To the newcomers, it probably comes off mere as a sign of sophistication than as a defence against the disapproval her family has incurred.
Because of exactly how few friends she has and has had, Kotone will go to practically any length to keep them around... and is extremely easy to manipulate if you manage to get past the frigid exterior she presents.

Extra-Curricular Activities: Aikido, Art Club (well, probably more specific to portraits)

Hobbies/Interests: Foreign music, vehicles, karaoke.

Sure enough, that was the case: boots were put on and laced quickly enough, with rather a lot of fumbling on top, and the hat was placed firmly on Rain's head. All that was left at that point was the coat. After making sure that neither of her friends were in the way, the white-haired female put it on the quickest way she knew--though it was mostly for showing off. Coat held in front of her, facing away, spin it around (and hitting anyone at head height with the trailing hem) and put her arms through immediately after letting go. It was a good thing there was plenty of space, else someone or something would've gotten hit.

The girl took the lead, moving... well, fast enough to leave most people behind. Rain's default pace was one step short of rushing; long legs and impatience really contributed. Down the stairs, taking them two or three at a time, out through the lobby, and then onwards towards the museum... only then stopping to check if she had, in fact, left Moerin or Anno behind.
Well... yes, because that doesn't kill entire character archetypes and hobbies.
Well... that's more or less killed my interest, because it's so out of place. Sorry.
Question: what sane educational establishment would enforce this, of all rules?

That's stupid. Have you ever used an online translator? Imagine how much worse it would be with homophones. Speaking of homophones, Japanese is full of them.
