No, I wasn't drunk when I wrote this, but I was very tired.
Human: Sasquamon (pronounced Sahs-KOO-wah) -Can change his appearance (color) to blend in with his surroundings, but only if there are trees. -Pinewood Pummel (He carries a heavily knotted wood club, and performs what amounts to a machine gun punch) -Bigfoot Crash (He sometimes leans into a stomp, other times jumps with both giant feet, either way the impact opens a fissure in the ground, overflowing with energy, and moving like a directed attack)
Beast: OwlHumon -Night Eyes (can work 1 of 2 ways: either glowing red beams fire from his eyes, or, ring like waves project from his eyes, encircling and mesmerizing the target) -Harbinger of Doom (Flies high into the air, meanwhile shadows form around an affected area. The shadows move on their own, and entangle/grapple with the target/s, leaving them vulnerable to a handful of dive-bomb attacks from OwlHumon)
Double: Ahoolmon -Night Howl (emits a shrieking sonic blast) -Divebomb Tackle (self explanatory; flies high, becomes charged with purple energy as he dives, and releases the energy in a blast on impact with the target) -Night Terror (an affected area is swallowed up by darkness, his glowing eyes the only thing visible. His eyes project waves in a similar way to when OwlHumon does Night Eyes, but instead of stunning or mesmerizing it drains energy!)

Backstory: Brian MacPherson has always been a true believer.
When he was 8, he was camping out in the wilderness with his father. In the night, they heard strange noises, and in order to console his frightened child, Brian’s father went out into the night to prove there was nothing to be afraid of. It felt like he had been gone for… Too long, and the lantern was starting to burn out! When he heard a noise, something too big to be his dad, he gasped, and put out the light so that whatever it was couldn’t see him. A shadow passed over the side of the tent. Something big, with glowing red eyes. Just when he thought he was done for, it turned and moved on, off into the night.
It was never seen again.
Neither was his father.
Since then, he’s been hooked on the paranormal (some say obsessed, others claim it's a coping mechanism- either people he tends to ignore), and has finally found an opportunity to go to a supposedly very haunted location in Japan.
Miscellaneous: Can sometimes go on odd tangents about whatever paranormal entity/phenomenon comes to mind, particularly when nervous or scared, as if his knowledge were a shield.

Backstory: Ogremon has definitely seen better days. Between always being subjugated by one digimon, or trounced by another, he’d had it, and began plotting a way to strike out on his own, build his own power, maybe even challenge those that would make him kneel, before. He just needed a foothold, something or someone to give him some kind of edge. He was found out, of course, and destroyed promptly. Yet, in spite of knowing where he was supposed to go, he turned away. He didn’t want to be reborn, just to keep being weak, so his data drifted about, occasionally finding rifts between the digital and analog worlds. When he learned how contracts worked (and realized that was an option, for that matter), he only became impatient, popping in and out of rifts and breaches, trying to find some way to anchor himself in the Analog World, and thereby regain more meaningful access to the Digital World. And he may have just found the ideal candidate...

I'm going to offer up some good stuff for the setting(moreso tips for players):
Instead of computers, one works with "analytical engines"
In steampunk fiction, the aesthetic is often emphasized, so be sure to describe things and their functions/operations, even if we're leaning more into the fiction than the science. The same goes for fashion, definitely lean into the style, and the cultural mannerisms, even if the society is presented as more egalitarian/modern than what might be considered accurate to the period one is emulating. Basically, the genre lends itself well to "padding" :P
the aether angle can accommodate some tech and devices otherwise not possible when limited to steam and clockwork; take advantage of that! Like the OP said, you don't feel constrained to the limits of hard science, it's not science fiction it's science fantasy :P

I'm not familiar with Digimon frontier, they only dubbed and aired adventure 1 and 2 here but I'm throwing in my interest
In terms of digivolving, frontier was the inevitable destination for a logical progression taking place; in 1, the kids help them digivolve, in two, they briefly bring back an unnatural digivolving process with the armor and also help the digimon evolve by fusing two. In three, the kids themselves would fuse with their digimon to get them to mega level, and finally, frontier; kids find "spirits" initially represented by small idols, not unlike the eggs necessary to armor digivolving. Using the spirits, the kids would employ "spirit evolution", skipping the digimon partner angle and having the kids just turn into digimon themselves from day one.
So, I'm a little fuzzy on how this works? I'm going to keep rereading the OP if that's what it takes, but I'm uncertain how the horror fits into this? Are the spirits treated more like ghosts, and if so, what does that mean for regular digimon? I'm having a hard time painting a clear image of the setting and themes presented...
Edit: after a thorough reread, I can say I understand much better, now.
So, will this primarily be in the analog world, and are the digimon still largely regarded like their cryptid counterparts and such?

I think the term you're looking for is "Neo-Victorian", assuming the setting entails a Victorian era society/world persisting beyond the real world history?
