Also, Sebastian's body is still lying intact, and presumably alive, so a UGM member might wanna at least check on that. Unless they reeeaaally don't like him and don't care in which case carry on.
Patel's gonna grab it as it cleans up, Camille can't be bothered with some dude trying to apprehend her and the monster's inevitable finishing blow.

Those she had gathered were complying, albeit by terror, her planed worked out rather well given her questionable communication skills and barely intimidating form. But one had caught her eye more than the others, the one who had a peculiar power and likely strong enough to face-off with the Underground agent. The blonde Metahuman who was both the most menacing and the most compliant at the same time, as they seemed to be two entities bound to one being. Not only that, but she was a girl and didn't treat Camille as immediate garbage despite her lack of malice during the attack.
But while she encouraged the others to leave, Spectrum maintained his righteous duty to try and apprehend her, which prompted the little girl to play along. She smirked, giving him the exact same provocative look as she raised her hands up at her ears' level. She didn't let go of her umbrella, but at least she was somewhat cooperating.
"Tssss, tryhard."
She'd mumble as she looked around the ruined building and the many corpses littering the area. Many people were hurt from the falling debris and the tremors from Patel's attacks. Many needed help, a whole lot were disoriented, some even had given up as they saw Cedric get killed. Camille could go head on and stall the man with the glowing arm for a minute or two before Patel would snap his neck to get this cleaned up. But considering the monster's mood, it wasn't a too good idea to rely on that factor.
"I guess you can try to arrest me. But, wouldn't it be better if you were to go and save your fallen friends? Or maybe stop Patty?"
She tried to bargain, because she didn't have much to lose at this point, the Reformists had lost and she could safely assume she'd be out of the survivors' league. She took a step backwards in attempt to create a bigger gap between the two. By that same action, her pupils prolapsed and caused her to execute the movement dilation ability, a safe card if the guy actually had the guts to shoot a girl. They were Reformists after all, prioritizing little girls over mass murdering monsters, so she would always need to be ready.
"So you either try to arrest me, to probably die in a couple of minutes and I'd escape anyway. Or you can save a handful. Ton choix, bozo~"
She replied. If he weren't going to arrest her, and privilege the wounded, she'd swiftly escape behind the hangars and get away from his grasp and catch up to her newly formed group of friends.
Waiting for the group of people Ann and Ariadne were leading to safety by Camille's orders was a helicopter with four fully armored men with assault rifles. They would aim their weapons of the group out of precaution, and would only lower them with an executive's order.

Its an easy fix. Force 8 hour work days, make it a heavily enforced law. Bam, fixed. Thats more or less the cut and dry of it that they gotta do. It only takes about 5 years for people to get used to things. Yay political science. Its like China and the 1 birth per couple law.
I don't know if you should introduce Overtime or not though. I'm all for options, but people over there might not use it for the right reasons, IE relationships, and just use it for more money.
That's really over-simplifying it. China is a totalitarian government, things work much differently. I'm not willing to debate this here, though.
I've been thinking of how to make my Superman like character. I could go for a very religious meta that is very hard on criminals and believes that metahumans are guardian angels and those that do evil are like demons.
The Meta who just killed the Reformist leader and pretty much screwed over the entire HQ is a similar zealot except not so much like Scar. By the way, Cedric's execution was broadcast live on every TV screen nearby.
... Wow Japan is depressing. up to 16 hour work days, average being 12 hours, 6 days a week. No wonder why they are having population issues and no wonder why the 3DS sells so well over there. Just... wow. All that atop the whole sexism thing but jeez, its understandable why they have so much porn over there with work days that long.
The Government is trying hard to handle this problem. But this kind of lifestyle is ingrained in mentalities. I don't know much about the subject but a couple of my colleagues did mention similar things during their internships there. Harsh world.

I'd honestly say Light is an over the top Mary Sue. I do not know if she's bisexual though.
