While they originally performed in the streets for the commoners, their trade caught the admiration of both the wealthy and the poor. Soon, nobles and political bigwigs contracted them to play at private gatherings, earning them renown in the upper echelons of society. Cecilia’s troupe was well-respected throughout the Imperium, and it was eventually realized that the skills of actors could be used to its political advantage.

Representatives of the Observation Division frequently scouted for recruits in similar professions. Stage performers, actors, acrobats – they were nimble, familiar with costumes and disguise, and likely had contacts in the Imperium's 'underground' that could be exploited. Cecilia was among the number recruited by the Observation Division, following her coming of age. Years of military service prepared her for duty in the Observation Division, where she could best put her talents to use. Grueling training turned her into more than a simple soldier; she underwent selection processes that pushed her body and mind to their limits. She was tested for her ability to keep state secrets under extreme duress, to survive behind enemy lines and endure the harshest conditions. She was trained in the art of espionage; how to spy, how to interrogate, how to deceive.

Cecilia performed admirably, becoming an officer in a matter of years after her initial training. She was assigned a position serving directly under the Platinum Knight, joining the division's high command in the search and capture of the “Librarian.”

Cecilia maintains contact with a vast network of spies that dot the Imperium. From these messengers, she receives information regarding the resistance and keeps watch for potential uprisings. Information regarding the so-called “Librarian” has been notoriously elusive, but Cecilia is keen on hounding this individual down for the good of the state.

Personality: Cecilia is a cunning intelligence officer of the Imperium, serving under the direct command of the Platinum Knight. A shrewd and acute thinker, Cecilia is adept at disguise and espionage thanks to a background in theater. She is strict and professional in her dealings with subordinates, expecting the best and tolerating very few mishaps.

Her service has instilled her with a firm loyalty to the Imperium and the Imperator, and is prepared to do everything within her power to ensure its well-being and root out its enemies. Cecilia is notoriously vigilant in her duties, keeping a close eye both within and outside the state. Domestic threats are just as deadly, and no one, save for the Imperator and her knights, is truly beyond her suspicion.

Tome: Cecilia's tome, and badge of office, is a silver ring inlaid with white stones. While wearing the tome, Cecilia's senses are immune to illusory effects, and can discern between lies and truth. Effectively, she is able tell the innocent from the guilty and pursue them without hindrance from magical deception that might otherwise impede investigation.
In combat, the tome gives Cecilia an uncanny sense of perception, allowing her to predict and react to foes before they have a proper chance to retaliate. Practically, this allows her to pull off arrests without a hitch.

Other: Cecilia has a fearsome reputation within the capital, as many believe she is ruthless in her investigations. It is rumored she is just as likely to prosecute Imperium citizens as she is rebels, and no one escapes her notice. Nobles and commoners alike are careful of their words and mannerisms when she is near, afraid to draw even the slightest provocation.

I think the current roster is a decent starting point; could always take on additional operatives down the road. That said, do you plan to start soon or wait around some more? @HeySeuss
