The thing with Beacon is they are rigid in all but the most dire of circumstances. Even the agreement with Penny and Laat is temporary and would not likely be extended to other monster girls. Penny so happens to be more of a technological amalgamation which falls in a workable area for the moment. All the others thus far are the more traditional monster type which the Beacon have been trying to extinguish for generations. Monster girls are seen as corrupted and non-redeemable.

Brief Biography:
Esuterura (her name is derived from her home planet) was the princess of a planet named Suteruraru. It was a very lush planet and its people were very close to nature. As far as their history goes the people have possessed telepathy, very early on making speaking unnecessary and forgotten. Over time they evolved the ability to manipulate the elements around them. Typically an individual could only manipulate one and it was a marvel to be able to control two. But over many very careful selection of marriages and genetic manipulation, a select few families managed to access many more. These families, through fear or respect became the ruling class, seen as royalty. Though tension existed between them, there remained an uneasy peace for many years. Technology advanced while small conflicts tested the limits of diplomacy. The Kuinu line rose to be the strongest ruling power.

Eventually the lines of communication were shattered by the sounds of war. At first it didn't look like much would come of the smaller families pushing back. When alliances began to firm the threat became a real. The Kuinu family were losing ground at an ever accelerating rate. Things were not yet beyond the point of no return. However, not wanting to put his daughter in danger the king ordered the remainder of the Kuinu family to be evacuated. Most of their resources committed to the war a small fleet of cruisers took to the stars with the enemy in pursuit. The fleet attacked and destroyed, only a few stasis pods escaped with the sole instruction to land on the first habitable planet it detected.

Upon arriving on Earth, Estella (an easier name for people to say) found herself surrounded by a strange people that were not accustomed, or adept, at communicating telepathically. As the Academy was nearing its opening it was decided that it would be best if the alien attended classes there. Out of place but not without encouragement she is poised to learn about the world and this strange concept of speech.

Powers and Abilities

Esuterura can control the elements of nature. More localized, it is not as potent as how say Storm can form entire weather patterns. While part of it is from heritage there is a portion that was gleaned from experimentation of power siphoning. The effect is extremely gradual, taking months for simple passive abilities to years for more complex powers. However the result is that Esuterura can eventually acquire more abilities given sufficient time and exposure. Realistically the most likely chance of that happening is through close friends, a partner, or close contact during lifecycle change.

Due to her race communicating strictly through the mind she possesses a natural aptitude for telepathy. In turn her people's evolution has granted her a great deal of resistance to mental intrusion and influence. While she is capable of reaching into others minds it is not a practice she is familiar with.

Other: Esuterura's race does not age like humans do. Their lifespan is triple that of humans, however rather than gradually aging over time they will undergo a rapid transformation from one physical stage to the next. Physical attributes need not be consistent between life stages so things like eye color, hair, skin tone, bone structure, etc... can change drastically depending on the circumstances. When married they will usually change based on their partner's preferences.

Her pod that she arrived in is damaged and currently being held in a facility by Tony Stark for study and potential repair.
