Current I think watching fight scenes can help in general terms with writing combat, since it can give you an idea of flow and choreography.

I mean, depends on what you're writing, and the tone and theme of what you're writing. Trained armored knights were legitimately monstrous on the battlefield, so looking up how they fought helps.

As much as there's a lot of reasons twitter sucks, I genuinely don't want to see it die for the sake of all the artists who now rely on it. Hoping the shithead stops trying to directly administrate.

Abilities: Milly is, in spite of her young age, an explosives expert with an in-depth knowledge of how to brew just about anything you might need for demolition. She knows how to make small explosives, big explosives, explosives that will stick to a surface, explosives that will just flash without actually causing damage, if you need something blown up, Milly is the one to ask. She's also rather capable of laying traps, provided they involve explosives. She is also adept at predicting when an explosion will occur, and as she is familiar with the scent of gunpowder she can detect it by smell very easily. Due to her small size, Milly is also decent at infiltration, provided she gets to blow something up at the end.
Personality: Milly is rather friendly and enthusiastic, and eager to talk. Well, eager to talk about one specific thing. Explosives. Milly loves to talk about explosives. This may be because of her near-obsession with them and her tendency to use them for just about any purpose no matter what it is. Distractions, breaking through a lock, fighting, Milly uses explosives to do just about anything they could possibly be used for. She adores explosions to the point of almost lusting for a fiery blast of destruction, which likely drives her work to make more and more explosives. She is eager to help out the crew... by building explosives and explosive traps. However, she can also be rather temperamental and quick to anger. She is much more patient with constructing new bombs then she is with people in most cases. She dislikes her nickname of "Minnie" as she is self-conscious about her small size and underdeveloped appearance. Her payback towards those who anger her tends to vary, from planting flashbang traps in their room to putting small explosive traps under their bed, the former for friends and the latter for enemies.
Bio: Descended from a long line of explosives experts, Milly's purpose in life is derived from the success of her family in the field. To put it simply, Milly feels the need to display her explosives knowledge. Born to Eric and Danielle Nobel, Milly grew up learning about explosives. Indeed, from a young age, she grew more and more obsessed with them. Sadly, she suffered from illness early in life, which she insists explains her "late bloomer" status. She has long since recovered from her illness, and insisted in venturing out into the world to display her explosives knowledge. It became especially important to her after the accidental death of her father six years ago, which many people attributed to a mistake with his explosives. Adamant that her father would never make such a mistake, Milly left in order to prove the knowledge he passed to her was not the knowledge of someone who would have killed themselves with their own work. Admittedly she also left in order to blow up more things, but the original, chief purpose, the one closest to her heart, is to prove herself and prove her father did not make a mistake that cost him his life.

Marisa shrugged. To see that Crowley guy in charge of this place or something? She had to wonder if he had anything interesting to steal... And they still had a ways to go, didn't they? If there was some way to slip away while on the way there, Marisa was going to take that chance. It's not like she couldn't just show up again when she got bored and meet this Crowley guy, right? Right! Yeah, that sounded good. She'd follow for a bit, then leave and explore the city for a while, then come back and give the superintendent or whatever a visit. That sounded like a pretty great idea, even!

"Fine fine," the blonde witch replied, "I'll go with you!"

Well, regardless, we'll need to make sure it's only the dead left in this building. Anyone who burns it without checking would have to be some kind of monster."

The girl gave another sigh. Strictly speaking they weren't meant to interfere much more then this with unaware worlds, but how could she just stand by and let them, potentially, burn alive? She couldn't, to put it quite simply. "There's also some things I'll need to explain. I'm sure you're both reasonably intelligent and can tell this isn't the place you're used to."
Character killing isn't generally allowed in RP's, but in any case it's pretty clear you don't have any intention of using it.

In which case, he's accepted.
As he's written I'd say he's probably somewhat high-level but still not that much more powerful then other high-level characters in the RP.

Again, I just want to confirm that the "power up from near death" thing won't drive him to casual planet destruction levels, as with his personality you can't really excuse him not using it.
The only character out of the ones you listed who could potentially destroy a planet there is Nono, and she's nerfed by being unwilling to use any of those abilities due to potential collateral damage as discussed by her player. She was accepted because of that. None of the characters who can do those kinds of things and aren't nerfed by personality or other methods of nerfing aren't accepted.

He's fine as is, I just want to know that he won't ever get to the level of casual planet destruction from near death powerups.
Okay, while he seems fine as-is, I'm just a bit wary of the ability for Saiyans to grow more powerful every time they end up near death.

I'm not very familiar with actual canon DBZ, but I know that's something they can do, and that power levels get to "blow up planets easily" level. I'd like to avoid stuff like that.

As Toshiko proceeded down the stairs, her eyes(and ears) fell upon the small form of the boy, one of two children in her care. She raised an eyebrow, inclining her head to the side as she listened to his very external monologue. She couldn't help but find it rather amusing. Cruel woman? She supposed that was true, to some people. And she couldn't argue the cigarette point. It wasn't as if her smoking habit had particularly dropped off. Still, they were useful for more then satisfying cravings. The candy, though... well, it wasn't healthy to eat candy in such volume, to say the least. And funds weren't exactly plentiful, purchasing mass amounts of candy wasn't the best idea at the moment. Holding her cigarette to the side, angled away from Jun, she replied to him.

"Fortunately, we do indeed have a new case. Unfortunately, you're going to have to wait until everyone's here to learn about the case," she replied, to the boy's idle questioning as she stepped off of the stairs and into the room. She brought the cigarette to her lips and inhaled as she paused, taking it from her mouth and blowing the smoke out. Her office was rather... sedate, at the moment. And there was no real surprise in that fact. With the lack of cases recently, no-one was really getting any work. Or any pay, for that matter. "... Or if we're sure everyone who bothered showing up is here, at least."

There was the possibility that some employees would elect not to appear. Their loss if they missed out on a case, frankly. Toshiko would be conducting her investigation as soon as possible, there was no time to delay much further. Out of everyone here, technically only two of them were employees. Jun was too young to actually be one, so he just assisted when Toshiko felt it was appropriate and received an allowance. Akemi, well... Akemi existed to assist Toshiko. A homunculus was a person, but it was a person who was created with a very specific purpose in mind. In Akemi's case, she was made to assist and aid Toshiko whenever capable.

"I'll wait a little longer before introducing our case," the redheaded mage added, "Just in case anyone else feels like showing up."
