The entire reason Fuso and Izuno are using flying infantry from Avalia is that they don't have airships and thus use them to combat airships.
Its seen as a more honorable approach to sky fighting since floating around in airships just doesn't have the charm of honorable man to man fighting that dogfighting in a plane or flying warriors do.
I originally wanted them as a balance since I lack airships. Thus I'm going to advocate not letting you have them since you already have airships.
Besides, having women fight in their underwear (or less as is the case in Fuso), is quite an effective distraction tactic against enemy pilots

I am thinking of giving my nations some flying infantry, too.
Partial'y derived from their relations with Avalia, albeit they find the basic concept ridiculous.
What with soldiers restricted to fight in underpants.
Also for Yllendthyr's speed demons propellers are too slow.
So instead they use jetpack troops.
Coming in the next winter!

I wouldn't say that, when the Chinese and Japanese were having hissy fits over those islands in the South China Sea, a Chinese vessel purposefully rammed into a Japanese one to deter them from getting any closer to the islands.

@ClocktowerEchos Also, Ventium didn't invade because up till like 1910, we were having problems with northern rebels. And before hand, our Kings were working to unify the Ventian tribes; that and why waste lives on insignificant beings like those Fuso trash?
